SUBJECT : Request to Speak Before a Group
I request approval to speak on April 10, 1980 to
students in the National Security Studies Program at
Georgetown University on the topic of Soviet military
diplomacy since the Second World War. My remarks will
be drawn from a manuscript completed prior to my employ-
ment with the Agency that will be published by the
Brookings Institution later this year. I will have no
