Request to Speak Before a Class at the US Army Command and General Staff College I request approval to speak before a class of officers at the US Army Command and General Staff College at Fort Leavenworth, Kansas, on the topic"Majority Rule irj Southern Africa." The invitation was extended to D/NFAC in late January'(note attachment) and Acting Director/ORPA gave informal approval to Chief/.ORPA/AF for me to make the trip. At that time, Chief/ORPA/AF called LTC Robert Farmer, the course manager, and told him I would be coming. The talk is scheduled for 3 May and I intend to travel to Kansas City late on 2 May where I will be met and escorted to Fort Leavenworth. Accommodations will be provided there at no cost to CIA. CIA has, however, been asked to pay for the plane ticket to and from Kansas City, but there should be no additional cost. I have recently talked to LTC Farmer by phone and told him I will call again on 30 April to inform him of my arrival time. I also asked him whether there would be allied officers in the class. He replied yes, but stated that I coqld have a separate and unclassified session with them if I wished to give a classified briefing to the class. I told him this was helpfullbecause of the difficulty in briefing and answering questions from the audience without referring in a general way to classified information. I stated that the lecture could be handled at the confidential level. The CIA presentation last STATINTL May,given "by was very informative and extremely well received. The course, en itled "US National Security and World Affairs", examines world, regional, and functional :issues. as they cur- rently affect US national security and the projection of US power. The specific topic that we would like addressed is: "Africa: Control of the Horn and Majority Rule in the South. The date of the presentation would be 3 May 1979? The general format for each three hour meeting of the course is. lecture/discussion, with the first half of each meeting reserved for the prepared remarks of the guest lecturer and the remaining time for student questions. The students will number some 50 to 60, of whom approximately 20% will be allied officers. If one of your analysts can be released to support our elective, details of time and place and copies of the relevant student issue material, will be sent to him at a time closer to the date of his visit.
