MEMORANDUM FOR: DD/NFAC
I need a decision by you or John regarding two invitations for NFAC
speakers before college groups.
The first is from Professor David Foltz, University of Maine at
Presque Isle. A conference on US~Soviet relations is planned at the
campus on Presque Isle from 22-2 i'$$ber. Foltz would like two Agency
participants: one on Soviet fopolicy, one on the economy. He
knows and had asked Mto partic i krhen they met earlier
this year, e confirmed that he would like to attend the conference and
suggested as the economist. also willing to
participate. Foltz offered to pay transportation fo one f our people
and will find lodging (and presumably food) at facul uses for both.
Foltz would like early confirmation that the two analysts will be available
so that he can prepare the program for the meeting.
The second conference is described in the attached, I've discussed
this also with and he is willing to go or suggested
from OGSR, a specialist on Soviet Central Asia. If you decide we should
send someone, I would suggest that I contact Professor White to find out if
he would be willing to pick up the tab for air travel to and from Honolulu,
If you decide we should stay clear of this conference, fi'11 send White

I am planning a panel dealing with "Soviet Muslims and Their
Middle Eastern Neighbors" for the Western Slavic Conference to be
held here in Honolulu during March 18-21, 1982. There will be
three papers presented, entitled respectively: "The evolution of
national identity in Soviet Central Asia," "Economic development 25X1A
and general well being in Soviet Central Asia," and "Soviet
Muslims and Soviet interests in the Middle East."
My request is that some person from the Agency join the panel
discussion as a commentator, a difficult role which I think can 25X1A
best be handled by a person who has the continuous exposure to this
vital and complex field that a person in your office would have.
After discussing the matter with Mr. in the office,
I am acting on his suggestion of writing to you and inviting you
to extend my invitation to some person in this field. While the
Western Slavic Conference, like the country-wide conference, is
primarily of domestic interest, it is ordinarily attended by
Canadians, especially from the Western provinces, while some
Russians are expected at this particular conference, and it is, of
course, open to any other foreigners who may wish to come.
