Enclosures (1) and (2) are copies of the material which I propose to submit for publication in the January 1978 issue of the National Capital Area Council Bulletin. Material. for the January 1978 issue should reach the Editor, Mr. Melvin Abramovich, by Wed., Nov. 23, 1977. Note that I have included road directions for reaching the Agency. Note, also, that I have made no reference to identification, such as driver's licenses, although I could include such a requirement if you desire. At, the last count the membership of the Northern Virginia Section was 2657. The average attendance at our meetings last: year was 58. The membership of the Washington Section (which includes a part of Maryland) is approximately double that of Northern Virginia. I have no immediate specifics as to their average attendance for last year. Inasmuch as the officers of these Sectioms attend the monthly meetings' with considerable more regularity than do the non-officers, I have included Enclosure (3) ` which is a list of the Wash- inton Section. officers and Chapter chairman and Enclosure (4) which is a list of the Northern Virginia officers and members who attended a meeting a$ least once last year. Scientific intelligence had its birth in the days just before the outbreak of World I. The British selected a tall, solemn physicist named,,R~ . . Jones to head their first scientific intelligence effort. His s ecess in collecting and atalyzing information on German radar, navigation systems, and the V-1 and V-2 rockets contributed significantly to the British war effort. Dr. Since Jones' time, scientific intelligence has grown apace with the technological arms race. Progress in limiting the expansion of new, highly sophisticated weaponry depends critically on our understanding the weapons and technology capabilitj'es and intentions of likely opponents. Responding to this need, the United States Intelligence. Community has funded extensive research and development, largely in the electronics area, to develop new and improved methods of technical collection. The basic rules of scientific intelligence, however, remain much the same to-day as they were when Dr. Jones developed them during World War Ii. The speaker at the joint meeting will discuss the development of these principles iftxx of scientific intelligence analysis and their current application with emphasis on electronics analysis.
