1. Attached is a list of names and Social Security numbers
of a group of 22 students and two administrators from Syracuse
University, Syracuse, New York, who will be visiting the Agency.
on 20 May 1983. They are all U.S. citizens.
2. The group will arrive at Headquarters via Agency transpor-
tation at approximately 1:30 for a briefing in Room 7D60. They
will depart via-Agency transportation at approximately 2:30
immediately after the briefing.

We would be most happy to welcome you and your students from
Syracuse.University on May 20th from 1:30 to 2:30. 1 have already
contacted and, fortunately, he will again be
available to brief ur students on that date. As you may have
gathered, enjoys meeting with your group and will be
looking forward. to another stimulating exchange with the students
this year.
As you may recall, we do have two rules that apply to all
groups coming to our Headquarters Building; i.e., the names and
social security numbers of all visitors must be submitted to this
office well in advance of the visit (a minimum of two weeks) and
only U.S. citizens are permitted on the grounds. We shall try to
provide bus transportation for your group as we have in prior years.
We can make final arrangements regarding transportation by telephone
after you arrive in Washington.

With the 1982 election results strongly sug-
gesting voter disenchantment with Reagan ad-
ministration policies, will the 98th Congress
press for change?
Key questions such as these dominate the
crucial year of 1983. Seek the answers

AND ADMISSION
Washington Seminar courses are conducted
according to the usual high standards of the
Maxwell School's political science and public
administration departments and are especially
appropriate for students in those areas. Ap-
plications are also encouraged from students
majoring in other disciplines, as well as from
those enrolled at other institutions. The only
requirements are that students must be in
good academic standing; must submit two let-
ters of recommendation, preferably from col-
lege instructors familiar with their work; and
must submit evidence of their intellectual and
physical capacity to undertake this intensive,
demanding program.
Applications are due on April 8, 1983. Ac-
ceptance thereafter will depend upon
available space.
ACCOMMODATIONS
Housing arrangements are made by the
Washington Seminar to assure convenience of
location and the opportunity for close associa-
tion among participants. Charges for modern
accommodations with kitchenettes are
modest-about $400 for the 20-day period
based on triple occupancy, Double and single
occupancy housing is available at propor-
tionately higher prices.
Payment of rent directly to the hotel is due
upon arrival in Washington. A conference
room charge, not expected to exceed $30, is
also payable upon arrival.
Excellent food is available at government
and private cafeterias for an average daily
cost of $8. Subway and cab fare for travel to
and from interviews, as well as other inciden-
tal costs, may be expected to average about
$3 per day. These charges are the responsibili-
ty of the student, as are travel arrangements
and expenses to and from Washington. It may
be possible to arrange car pools for sharing
driving expense.

CREDIT
Undergraduate (Political science, PSC 472, 3
credits) Grades are determined on the basis
of: (1) the interviews conducted; (2) a series
of logs that describe and analyze selected in-
terviews; and (3) a comprehensive final ex-
amination. Course credit is transferable to
other colleges and universities, subject to their
regulations.
Graduate (Political science or public ad-
ministration, PSC/PPA 701, 3 credits) Graduate
students have the opportunity to write a paper
in an area of their own interest based on their
first-hand interviews and subsequent research.
Performance is judged by: (1) the research
paper-to be completed within a month after
leaving Washington; (2) the interviews con-
ducted; (3) the analytical logs; and (4) the
final examination. The course offers regular
credits in the Maxwell School's master's and
doctoral programs in political science and
public administration. Course credit is
transferable to other graduate institutions,
subject to their regulations.
Additional Credit (PSC 490/890 or PPA 890)
Undergraduate and graduate students who
wish to undertake an independent research
project for extra credit may register for In-
dependent Study. These courses may carry
one, two, or three credits, enabling a student
to take as many as six credits in the
Washington Seminar.

APPLICATION FORM
A deposit of $50 must accompany the com-
pleted application from this brochure. The
deposit is credited toward tuition (or may be
refunded upon withdrawal on or before April
8, 1983). The balance of tuition is payable no
later than May 2, 1983. Checks for both the
deposit and tuition should be made payable to
Syracuse University and submitted to the pro-
gram director at the address below. Students
must also complete a summer sessions
registration form, which will be sent upon
receipt of application, before going to
Washington, D.C.
It is expected that tuition will not exceed
$188 per credit for undergraduates ($564 for
three credits) or $202 per credit for graduate
students ($606 for three credits). The tuition
amounts as stated at this time are only ap-
proximations and are subject to change. A
final determination regarding summer sessions
tuition will be made by February 1, 1983.

For several years, you have generously arranged special programs for
our Washington Seminar students with officials of the CIA. The past
two years, for example, we have met with for STAT
discussions about the role of the agency
gathering and analysis.
Would it be possible for you to arrange a similar program again this
year? There will be some 20 to 25 graduate and undergraduate students
who will be exploring defense and foreign policy as one of their main
themes. In the third year of the Reagan administration, we would be
particularly interested in any "mid-course corrections" in the intelligence
community and its administration.
If such a session is possible, may I suggest Friday May 20th from 1:30 to
2:30 p.m.? This is only a sugggestion, however, and we shall be happy
to schedule another time more convenient for you. As in the past, we
shall be most appreciative if you will again be able to arrange bus
transportation for us to and from Langley.
