There will be three (03) faculty advisors and fifteen (15) cadets participating; the students have been selected on the basis of academic criteria, with a majority of them pursuing the History/Government major. All of the participants have confirmed SECRET access. In accordance with your arrangement, our briefing from Sovietologist Dr. Mel Goodman will be held at the State Department at 1500 on 8 March 1984. I plan to call. you early the week of 5 March 1984 in order to finalize our arrangements, particularly with respect to the reservation of a conference room at the State Department. Fred Rosa at the U.S.C.G. Academy requesting a repeat of last year's briefing for their senior cadet course in political science -- a group of approximately 17 students majoring in Governments in addition of course to Marine Engineering. They would be accompanied by two USCG commissioned officers and one FSO assigned to the Academy. Rosa requested a briefing from a Sovietologist, citing lastyyear's briefing by Bel Goodman as outstanding, the highlight of their two-day visit to Washington which included States DOD and NSC -- and will again this year. The dates are 8-9 March. He asked for a 20-minute briefing, allowing the remainder of the hour for questions; he stated that last year's formal presentation addressed the ongoing arms talks and Soviet activities in the Carribbean basins and that questiono had elicited further info about Andropov's succession to the General Secretary post and how the Sov leadership views the U.S. All members of the group have a Secret clearance; they hope for a pm briefing on Wednesday, 8 March, or an am briefing on Thursday, 9 March. Will provide necessary info (SSN, DPOB); will have oval transportation. I think we should do it, if possible; do we need DDCI approval? I would try, then, to enlist Goodman or someone else who might be available, if he isn't. He stated that he would like to schedule a preliminary meeting with the Academic Coordinator on 3 April (@ 1400 hours) to discuss the program, which he hoped could be presented during the week immediately following the Memorial Weekend in May. He said that the emphasis for the Agency this year, he hoped, would be on Technology Transfer, coupled with a general presentation on CIA. He expressed the view that a 15-25 minute presentation in each case, followed by 30-45 minute Q&A exchange would be most suitable for this well read, intelligence group.
