SUBJECT: Guidance for Phase IV Long-Range Planning

1. On 14 October I sent to you a summary of Phase III,L
Long-Range Planning (Reference A) containing strategic .
alternatives for your review and comment. Based on your
comments, I have decided that we will not hold an EXCOM meeting
to review these alternatives. Instead, we should proceed with
Phase IV, as described in References B and C, and then we will
address strategic alternatives in Phase V. Since the major issue
evolving from our planning effort to date appears to be he
overall size of CIA in terms of personnel strength, I believe we
should understand the support impact of various strategic options
before reaching a decision.
2. Therefore, the Phase IV teams, in addition to addressing
the specific topics outlined in the Phase III studies, should
describe the support implications of two CIA personnel strength
levels:

such topics as: facilities, the ADP architecture, communications.

closer to real world decisions which will require management
controls (reallocation vs. simple growth, prioritization, etc.).
3. The schedule for Phase IV of the planning process has
been revised as follows:
