Attached is the Office of Security input requested in Reference. The paper summarizes and consolidates the information prepared for the National Security Study Directive 2/82 (NSSD 2/82) as well as incorporating the overview, threat assessment, current capabilities, goals and objectives and the expected future security vironment suggested in the tasking memorandum. 2. Messrs. 25X1 wherein suc matters as compensation or engineers an computer specialists and training/retraining of such individuals were addressed. You will also recall that the conversation included the impact of changing priorities from Agency management; the answer, of course, involves the chronic problem of adjusting emphasis and resource allotment, always at the expense of one or more programs. Since the aforementioned factors have been surfaced and discussed, they were deemed unnecessary in a short paper on broad issues. Neither have we addressed the specifics in paragraph 3 of Reference that bear on general problems relating to computer and technical security and on research and development efforts, and which have been identified in the NSSD 2/82 exercise. ~ 25X1 3. We have incorporated the topics set forth in Reference that were judged compatible with our estimate of desirable and practical application to a long-range security program.
