SUBJECT: Identification of Agency Points of Contact for
Open Source Literature to FTD
The attached agency points of contact (POCs) are forwarded in response to
the IHC memorandum (IHC/MM 66-84) dated 13 September 1984 (attached) to assist
in your survey of open source literature programs and for consideration as to
their inclusion in CIRS. Since all agencies have not yet identified POCs, I
have included the names of their IHC members. You may wish to contact them to
determine their agencies' interest in this endeavor.

SUBJECT: Proposal to Undertake a IHC-Sponsored Initiative for the
Community Information Retrieval System (CIRS) Open
Literature Node
1. Under the Community Information Retrieval System (CIRS) plan, as
approved by the DDCI, the Foreign Technology Division of the US Air Force
System Command was designated to serve as the open literature node for CIRS.
To effectively serve the Intelligence Community, it is imperative that FTD be
aware of all open literature processing programs currently underway within the
Community. This information will allow FTD to properly plan for making the
results of each open literature processing program accessible to the entire
Community through CIRS. By open literature processing programs we mean any
ongoing, systematic effort which acquires, evaluates and processes foreign
open literature for-the use of any segment of the Intelligence Community. The
processing can take the form of an abstracting and indexing process, a
translation process or a combination of both processes.
2. To accomplish this, it is proposed that personnel in FTD's Directorate
of Data Services (NI) be directed to survey and identify all IC open
literature programs and make recommendations as to their inclusion in CIRS.
We ask that all elements of the Intelligence Community which are contacted by
FTD/NI personnel extend their full cooperation to this effort.
3. The intent of this undertaking is to identify and evaluate the
products of open literature processing sponsored, funded or conducted by IC
organizations for their applicability to the Community Information Retrieval
System. This evaluation must encompass scope and magnitude of the processing,
current users of the product, and form and format of the product of
processing. It must be emphasized that the CIRS effort is not intended to
supplant or assume responsibilities of the processing activity, but is
intended to assure wide availability of the products of that processing to the
entire Intelligence Community.

4. Request that you a) review this proposal, b) estimate the number of
elements in your organization that are involved in open source processing, and
c) be prepared to discuss this proposal at our 28 September 1984 IHC meeting.
