Revisions to Preliminary CIRS Security Plan
1. Based upon our discussion concerning problems with the previous
versions of the Preliminary CIRS Security Plan which was circulated to the IHC
members for comment in January, we have spent considerable time and effort in
an attempt to revise the draft to address these problems.
2. We are transmitting to you herewith two versions of the latest
revision. The first is a line-in, line-out version with the old language
lined out and new or amended language underlined. As you will see, there have
been numerous changes. For clarity's sake we are also enclosing a clean
version of the new draft.
3. We will appreciate it very much if you and your staff can review this
draft and provide us your comments together with any suggested revisions in
writing. We would like to try to come to an agreement with you on the draft
before resubmitting it to the other parties concerned.
4. If, in the course of your review, you or members of your staff think
it would be desirable to hold additional discussions for purposes of
clarification of our intent prior to submitting your written comments, please
let us know and we will be happy to do so. Thank you very much for your
cooperation in this matter which we consider to be essential to the further
prosecution and development of the CIRS Plan. We would like to reach closure
with you on this prior to presenting our promised update briefing on CIRS to
and John McMahon. A response by 1 June 1984 would be
