for Video Disc Maps

1. Attached for your comments and coordination is a preliminary draft of
Intelligence Community requirements for video disc maps. The areas of
coverage and map types specified in the draft include initial White House
(NSC) requirements, as sent to DMA for implementation, and Watch Office
(WAOCC) requirements, as determined by our analysis of information provided by
WAOCC Working Group members. Proposed fields of view and overlap are adapted
from microfix standards as applicable. This proposal is based on the theory
that, if accepted and implemented, others could easily and at substantial cost
savings utilize the discs produced under this White House project.
2. This preliminary draft is also being sent to the NSC staff and to
members of the WAOCC Working Group and the IHC's Geographic Information
Systems Working Group for their comments and coordination. Based upon all
responses, the proposal will be revised and formally submitted to the NSC and
DMA. It is our hope that we can work with NSC and DMA to identify an agreed
upon set of. requirements which would satisfy both White House and Intelligence
Community requirements.
3. Also included for your review and comments is a list of definitions
and a set of strawman standards proposed for video disc production. Please
reply on these items by COB 31 January 1984 to IC Staff, Intelligence

4. Finally, is also drafting a report on the technical
aspects of video disc production. It will address those items (technical
background; production issues; production standards and evaluation; index
production) which were discussed at the 6 January meeting. This report will
make recommendations and pose some issues regarding aspects of some of the
standards proposed in the draft requirements document attached herewith. This
will be forwarded to you as soon as possible after it is co leted and
received by me, and should be considered in connection wit.W, our comments.

Preliminary Statement of
IHC Requirements for video Discs
Containing Map Images
1. This preliminary statement of requirements for video discs containing
map images identifies:
a. The required areas of map coverage in terms of general area,
country, and high interest subareas; this operational requirement goes not
take into consideration actual map availability.
b. The scale and type of maps (or equivalents if the specified
series is not available) required for each area.
c. Additional characteristics required.
2. Map Areas.
Attachment 1 lists the required areas of map coverage in priority
order; it is a refinement and expansion of the list previously submitted
by the white House. An underline under a name indicates that it is an
addition to the white House list, the requesting agency is listed Co the
right. Where a country name is surrounded by parenthesis, detailed
coverage is desired only for the associated high interest subarea(s). The
requirements were identified and/or validated by the Office of the
Geographer, Department of State (DOS); the Geoarapnic Information Center,
National Security Agency (NSA); the.Central Intelligence Agency; and the
National Military Command Center (NMCC), Office of the Joint Chiefs of
Staff. The additions recommended by DOS are designed primarily to cover
areas of existing boundary disputes, previous military conflicts, or
diplomatic confrontations with a potential for future conflict, as well as
areas within major US cities critical to the Soviet Travel Restriction
Enforcement Program. Those additions recommended by CIA cover other
potential problem areas. The additions recommended by the NMCC are
principally NSA accepted areas, White Including

4. Additional Characteristics.
a. Coordinate System
(1) The latitude/longitude grid coordinate system will be used.
(2) In areas of actual or potential US troop involvement, 1:50,000
scale maps will carry a UTM grid if available.
b. Fields of View and Overlap
The following standardized (MICROFIX compatible) fields of view and
horizontal and vertical step factors are required for each map scale as shown.
The step factors determine overlap.
