Thank you for your letter of 29 June regarding the initiation of a 24-hour
State/INR terrorism watch. It will provide a valuable complement to our
present watch effort and you can be assured of my support for it. 0
I have passed your standard operating procedures along to Dave Whipple, my
National Intelligence Officer for Counterterrorism, with instructions that he
review your procedures for consistency with others in The Community. 17
With regard to regaining the six positions allocated to the watch, the INR
budget will be dealt with in the course of the upcoming FY 1986 NFIP cycle.
As in the past, we are prepared to provide assistance wherever necessary. F-
