Casey Director Central Intelligence Agency Washington, D.C. 20505 Executive 84- 9158 Dear Mr. Casey: A year ago we discussed the need to strengthen the Department of Energy's (DOE) intelligence program and the need for an experienced senior manager to develop and manage an enhanced DOE intelligence effort. In response to my request for assistance, you provided rom the Central Intelligence Agency (CIA) to perform this important --readership role. (U) During this past year, I feel thaT~has done an excellent job as my Senior Intelligence Officer and as the Department's principal representa- tive to the Intelligence Community. He designed and implemented a new Intelligence organization for the Department and served as the Deputy Assistant Secretary for Intelligence at the head of that new organization, recruited fourteen new people into the Department's intelligence effort, and testified before Congress both on the Department's intelligence program and on developments in the Persian Gulf which could affect world oil supplies. He has also caused the Department's main intelligence requirements to be reflected in the National Intelligence Topics (NITS) and to be better articu- lated before the various Intelligence Community Collection Committees. (U) I would like to request your agreement to extend Accordingly , reimbursable detail to the DOE for another year. If you agree, I will ask him to focus the DOE's intelligence effort on two areas of great concern to me. First, I want him to work to improve the Department's ability to detect, process, and analyze foreign events which could lead to an oil supply dis- ruption. To this end, I will ask him to develop and coordinate the implemen- tation of an Intelligence and Crisis Management Information System which can rapidly and automatically process and disseminate intelligence and other time-sensitive information within the Department. Second, I will ask him to work with the Intelligence Community collection agencies to improve our knowledge of Soviet nuclear weapons designs and capabilities. Both Secretary Weinberger and I are very concerned about possible enhancements in the Soviet nuclear arsenal which could be used to counter President Reagan's Strategic Defense Initiative or to provide the Soviets with similar capabilities. Both these areas are now well covered in your current NITS, and I greatly appre- ciate your support in getting these important requirements before the Intelligence Community. More collection is needed, however, especially to determine what goes on inside the Soviet nuclear weapons complex.
