Also attached is a copy of the minutes of the December meeting and a copy of a Formats Subcommittee proposal which I hope to discuss at our February meeting. Finally, arrangements have been solidified for our annual offsite meeting. It will be held at n on March 5-7. Details will be provided at our February meeting. The attached Figures 1-5 reflect each of the five phases and the times currently e*timated for their implementation. It was stated that the total effort is subject to revision, especially in view of budgetary and security consider- ations. It was reiterated that the results of the RECON Guard effort would affect the inclusion of CIA information into CIRS. (BDM) briefed on the progress of the CIRS Security STAT Working Group. His briefing is also attached. It reflects that the initial CIRS security plan is very close to CIRS security requirements as they are currently understood. It also identifies task objectives, security areas addressed by the plan, trusted computer system evaluation criteria, the three stages of the plan, security issues, and a listing of the major CIRS security milestones. One issue was raised as to the need for network versus host identifi- cation. It was noted that the DDCI wants to be able to identify who is accessing which documents. Does the network or host have this respon- sibility? Discussion on this followed, but the issue was not resolved. Next came the suggestion to use a standard Community identification to enable traceback to individuals. DIA indicated that a DODIIS standard user identification is in place and took three years to implement. The Chairman interjected that such issues need to be clearly defined in a manner which the IHC could address. stated that CIRS funds for FY 84 and FY 85 are still in the STAT respective programs. He stressed that the resources are above the original DCI guidance as add-ons to individual agency programs and did not come "at the expense" of some other part of the NFIP. He also related that ands for COMPUSEC were also added and could be used for CIRS security. He suggested that now is the time to estimate costs for some of these requirements. In the area of video disc mapping, the Chairman said that the Geographic Information Systems Subcommittee was working with to look at the STAT possibility of having a standard means of presenting and retrieving video disc based information. Coordination is underway with DMA, NSC and IC representa- tives to identify what the IC requirements may be and to incorporate them with those of NSC. DMA is the contracting agency for this effort. (ICS/IHC), Chairman of the IHC Telecommunications STAT Subcommittee (ITS), said that suggested changes made by NSA to the telecom- munications study had been incorporated in the study and that CIA has concurred in the changes. Response from DIA is awaited. The study should be published in January 1984.
