SUBJECT : Interim Handling of TOD Data
1. Much of the CIA data that will be prepared for he
especially that related to the Clandestine Services or from *-Y
other contributor relating tol activities, is inherent j
sensitive in nature and its protection is particularly a respo =si -
bility of the DC I. We in NIP E cannot control what )301) r$ oe s
with the data obtained from the organizations under its contr=A
but we can hold the line as an interim measure insofar as trades
between CIA data and DOD data are concerned.
2. In any event I have recommended to that
until we can devei a satisfactor control sstem for _`OD
data, the policy Zr l continue that CIA data will not be given
tanyone outside the Agency, except the immediate NM ,1- 3t .ff;
this goes for the DD?) and BOB members of the TO D corr;m0tee.
The kind of control system that will be needed cannot be
developed until we have a very clear picture as to what peon
are to get the TOD data, especially the individual contri.but )ns
from CIA, DIA. etc., and what use they are going to rake t
such data. Uncoordinated ua~ e~of 11 OD data by DOD elen-xenti
at the Sec Def level to justify or cut down the programs proi~ose:
by DOD organizations, and/or by the BOB to recommend cu- ,s
in programs, would be in my view a highly undesirable siturtior.
Uncoordinated use of DOD data by the CIA would be equally
undesirable.

save wear and tear on their respective nervous systems, 1
suggest that we not burden them with the details of this pelf. y
for the time being but simply retain CIA's TOD data within --le
confines of its P:PB until a satisfactory solution to the probl :rte
of its secure handling within the "TOD Community" ear be
worked out.
