Uncoordinated ua~ e~of 11 OD data by DOD elen-xenti at the Sec Def level to justify or cut down the programs proi~ose: by DOD organizations, and/or by the BOB to recommend cu- ,s in programs, would be in my view a highly undesirable siturtior.
