1. Purpose of Display
A Target-Oriented Di:spi.ay N:: i.. dt'vel oiled that shows ?pow

targets. The purpose of the disni~ ;r is to provide a basis for coon ina . c
and selective analyses designed to test the need for and effective
and efficient use of these resource,,. The data to be displayed are
intended to be used for intelligence planning and not directly for
making program or budget decisior_s.
The initial display will be desi_ned under the guidance of an
ad hoc committee composed of representatives of the Secretary of
Defense, the Director of Central Irtelligence and the Director of
the Bureau of the Budget (the Principals).
The Display will include the resources of the Consolidated
Cryptologic Program, Consolidated (ni:lligence Program, National
Reconnaissance Program and the Centr;;,i Intelligence Agency prog -am
excluding Covert Action. In addition, the display will include the
