MEMORANDUM FOR THE RECORD
SUBJECT TOD Committee Disagreements
1. Based on the three meetings to date of the TOD Comm-iittee.
the committee has developed no common point of view of the p:;rpcs,,!
of TOD or its capabilities and limitations. On the contrary, the
DOD participants are interested principally in insuring that TO)D
does not hamper their retention or extension of their existing
power positions, or their operating procedures or the atta.inme:t of
unilateral bureaucratic goals. The name of the game is to seek
to use TOD to give an agency leverage over the others.
2. The position of the DOD participants, as put forward
Benington with comments by the ASD (Comptroller) representative.
strongly indicates the intention to accumulate data for program and
budget review purposes as a primary objective. To this end their
proposed matrices identify individually the resources of the four
participating agencies. In so doing these proposed matrices
stimulate rather than repress the bureaucratic instincts of the
individual agencies. This is blatantly true in the DDR &E advocacy
of NSA. The NSA /DDR &E have started a power play to force th.e
TOD Committee to structure the entire intelligence world in the
image of NSA.
3. One cannot escape the belief that the Chairman, Benin,;;ton,
has a bias in favor of DDR&E to which he is transferring from
OSD (Systems Analysis) in the near future.
4. DIA to date has takenlto significant overt part in the
committee meetings. They had encouraged us to anticipate some
support from them but this has not been given. This may be du
to a complaisant feeling that they stand to lose no resources
because of TOD. In any event, it does not match their assertions
of cooperation with us on the ground that the intelligence family
should put its own house in order rather than leave this to outsiders.
We also feel that DIAPL people, pressed by other current proje:ts
particularly the CIP, have not analyzed the full TOD concept adequatf

5. The NRO representatives to date have been largey
passive. It is likely that NRO will accept whatever position
Benington develops.
6. Bill Fischer of BOB has taken an active and generally
constructive part. He has done his homework. He wants to
develop as much data as possible through TOD to help BOB
program/budget analysis and therefore he wants to compare
agencies from various points of view. He will press for a
rather full disclosure of data by all agencies for the TOD
matrix. He understands the DOD shell game and some of the
aberrations and limitations of the data that may be collected.
We believe that the DCI representatives should make a conside-ra.blt-
effort and perhaps some concessions to capture his vote on a
showdown, since it is apparent that we are coming to a serious
basic disagreement with DOD.
