Attached are drafts of the TOD array design
revised per our group discussion yesterday. A
few points trouble me and should be discussed
at our Monday meeting. They are:
a. Functions -- under II.A. there
need for an additional category to accommodate
a self-serving processing function. For example,
NPIC and NSA have collateral info data banks
which are exploited in support of processing
of their own primary information product. (Imagery]
and COMINT). -Second question concerns possible
need for a "multi-user" category in II. B. On
latter point, I prefer to keep it out and force
processor to identify specific consumer.
b. Targets -- Are Free World areas grouped
properly or should both parts of Africa be joined
into one category, for example: Under"'.B., is
the nuclear non-proliferation area of sufficient
significance to isolate as a category? Also,
note VI which is an effort to provide a "box" for
things like "basic scientific research" which
will not be against any specific target.
