SECRET DRAFT: 'Z June 68 Approved For Release 2004/05/12 : CIA-RDP86M00612R000100050038-8 MEMORANDUM FOR Secretaries of the Military Departments Director, Defense Intelligence Agency Director, National Security Agency SUBJECT: Continuation of Target-Oriented Display (TOD) Project. My memorandum of 27 May 1968 provided for the continuation of the target-oriented display project within the Department of Defense. Th.s undertaking was sponsored originally by the Offices of the Director of Central Intelligence, the Director, Bureau of the Budget, and the Secretai? of Defense. The TOD is intended to provide a common authoritative data base for intelligence community management. In order that the target-oriented display may continue to be fully responsive to the requirements of all of the original sponsors, as well as to the newly-created National Intelligence Resources Board, I am instructing the Assistant Secretary of Defense (Systems Analysis) to continue to participate with appropriate! representatives of the DCI and D/BoB in an expansion of the work of the existing TOD Committee. The over-all objective is to bring about orderly growth and continuing improvement in the capabilities of the TOD. The specific provisions of my memorandum of 27 May 1968 will be held,in abeyance pending approval of a DoD/BoB/DCI joint plan for the further development of the target-oriented display. This plan will include provision for building on the, existing data base, modified as appropriate by experience derived from the initial exercise, and will include the collection and analysis of data for additional fiscal years and a broader coverage of intelligence activities.
