The following is in reply to your memo of May 7, 1968.
1. The first sentence of your paragraph one is in error, i. e. ,
we are not and have not treated all support as general support. 1
refer you to section III, B of the TOD Committee approved "Instruc-
tion and Definitions for Target Oriented Display. " 6e%eral support
inputs continue to meet this definition.
2. With regard to any $+z figure such as 80% of given resources
to be targeted, this is and was merely an arbitrary goal (which in
fact we have already achieved).
3. General Support and its sub-categories will be separately
displayed. I thank you for the list of CIP and C4:P resources. in this
area. As to the eventual formats in the TOD Committee Report,
I am sure the Committee will be able to arrive at an acceptable
s oluti on.
4. As a technical point, I would add that the "measurement of
the validity of the representation of the resources which are targe ed"
which you speak of, can hardly be proclaimed by the arbitrary
selection of a percentage! of resources to be allocated and prorated
