SUBJECT Topics for TOD Meeting, 3 October 967
1. This will confirm that the TOD Committee will meet ir-
the office of Mr. Bross, D/DCI/Nfl'E, Room ?E22, at 14&U hours
on Tuesday. 3 October. In attendance will be Messrs. Hoffman
and Fischer, BOB; Messrs. Selin and Wollenberg, DOD; and
Mr. Bross, General Taylor, and DC
2. The general purpose of the meeting is to report on the
work to date in TOD, and to request the general endorsement of
2vxessrs. Bross. Selin and I-loffrran for the TOD Tables in the
approximate format developed to date. While some further changes
may hereafter appear desirable, it is believed that the wox_t to
date has identified the rnajor parameters and considerations, and tlui: such
further changes will embody refinements rather than present ba-ric
issues.
3. There are a number of differences among BOB, DOD and
DCI -- generally of a judgment character -- which should be
considered at the meeting on 3 October. These are as follows:
a. Whether or not to target-orient the Investment and
Expense cost categories throughout all the Tables, or alternative
to subdivide between Investment and Expense only with respect
to Total Resources.
b. Whether or not to require the submission of Table C
(4th ed) (Subject 'Targets) for only the USSR, Communist China
and Cuba, or alt:rnatively- for all target areas.
c. Whether or not to subdivide the Intelligence Production
functional category.
d. Whether or not the Major Collection Systems table
should be considered a part of the TOD exercise.
