.Subject: CIRIS Activities; The Cy 1970 and Future Planning
It is essentiAl that we organize our approach to the CIRIS envelop-
ment in an orderly and coordinated manner. The CIRIS is not only a
program in support of my DASD(I) and the Defense intelligence pr.gram
managers; it is also a program in support of the National Intelligt?:zce
Resources Board of which I am the Defense member. We must aw 3o
remember that the more detailed resource information need; of ,e pro-
gram managers and departmental managers must be compatible %-'.th the
CIRIS and vice-versa.
For the CY 1970 cycle, I have organized a working group in
DASD(I) to aid in taking care of our immediate needs within the cy :le.
However, if we are to develop a better working system for fixture gears,
we must begin our planning now.
At the top of the CIRIS organization is the CIRIS Con mitts 1.
chaired by the DCI representative with members from DOD (DASL I),
Bureau of the Budget and the State Department.
In my office I have established a CIRIS Working Group wits two
special working groups, one on the General Intelligence Program snd the
other on the Cryptologic Activities program. These working grct,s have
representatives from all the Departmental and Defense Agency groups
involved. The Chairman of my CIRIS Working Group is also the I c:fense
member of the CIRIS Committee.
NSA, at my request, has already formed its own working :?-oup
on the CIRIS problem within the Cryptologic Activities program tc look
at future needs and design proposals within their program. Other program
managers will shortly be looking at the problem within their prog: itms
and coordinating with each other.
Thus, the work at the program managers level will flow t.(- the
DASD(I) CIRIS Working Group. The conclusions of this group wil_ be
reviewed by DASD(I) and coordinated with the CIRIS Committee. shall
review the CIRIS Committee recommendations within NIRB to assure
compatibility at the level of all U. S. intelligence resources.
