SUBJECT: The CIP Approved. Program for FY 1971 as Reflected 311
TOD II: A Case Example.
1. The attached M.1)les and Source Data (machine runs) are
examples of the -CIF outpt data from TOD II.
2. The tables and data are for the CIP Approved Program for
FY 1971 (1 January 1969 PYDP update).
3. The basic purpose of the tables and source data attv.hmeris
is to demonstrate the capability of TOD II in a specific pro-gem
involving the selection and assembly of data by various TOD rl
cost, manpower, functional and target categories.
4. The prdblam was to determine "a manageable portion" of
the CIP for a rapid program review. The approach used in alyzin;
the TOD data was as follows:
(a) The totality of the CIP in FY 1971 is represented
by 154 Reporting Entities
and activities) expending
oranizational units
people. The TOA rank ordering of these RE's indicates resour
dominance by a relatively mall number of RE's.
(b) The analysls involved determining the relation of tfe
Top 20 RE's (in terrnv of TOA outlay) in each of the key /ariatle
categories of resources, function and target. In other words,
answering the question as to whether the dominant group
(e.g., the Top 20 RE's) was also representative in each of the
variables shown by TOD and to what degree.
(c) In those instances (variable related) where dominan-e
of the Top 20 RE's was not maintained, the dominant BE 's were
determined and noted. 6

5. The method used (,cmorsbrabes that any croup of caLec_wv
variables in TOT) II can he selecbed and a determination 41adc as to
the optimal number of RE's(in termus of any resource category)
which will be required to:review dominant resources rela.',ed lo th(
selected variables. Thu,_; the "customer" can select a given
percentage of resources rclated to any group of variables (e.g.,
TOT) categories) and in a short period of time be given those_ (RE')
which provide an optimal resource correlation in terms of the
variables he has selected.
6. It can be seen that the TOT) data base can be queried in
terms of a large number of variables. This makes TO]) II recponsi-e
in providing a basic data input for almost any resource issue. Tie
visibility of the issue is enhanced by the number of ways the issue
can be looked at in te-c= of the TO]) categories.
7r This does not provide the intelligence resource evEal)atin
but it does go a long way in providing an evaluation effort 16Ab
a frame of reference for the evaluation as well as indications of
many of the problem areas within it. In analysis, this is often-
times 50% of the solutiow,
8. It remains to be said that TOT) cannot and is not structured
to fulfill the data input role to the intelligerIce program evaluation
problem of those information systems supplying efficiency (intell gent 4
systems performance and capabilities), effectiveness (consumer need)
and target environment (foreign weapon system projections) criter._a
and data.
