1. To make TOD a Programming tool, integrated with the
existing PPB system's cycle, as BoB requires U.S.Govt
agencies to do this.
2. To make TOD an analytical tool for the purpose of planning
This would lead to the statement of Programming Astm-ptions
and Objectives. This could be of use to NLRB.
3. To use TOD as an analytical tool in support of the
analysis of existing resources -- not for programmer or
planning; just a data base. This would lead to studies
and the latter would lead to r edetloyment ofresources.
A vehicle for finding out what is presently being done with
existing resources. This co ld aid NIRB. Tb identify; gaps,
excesses, yield.
