MEMORANDUM FOR: Director, National Security Agency

SUBJECT Target-Oriented Display (TOD), Phase II Data Call.
Attached is the data call for NSA's program for TOD Phase II. As
you know, the TOD Committee has been working with the NSA TOD represen-
tative and others in NSA to develop this call; however, the data call
has not been agreed to by your TOD representative.
The reporting entities in this data call are field stations and
headquarters activities identified in NSA documents. We have chosen
these as the starting points for reporting because they are accounting
centers around which reasonably accurate costs can be aggregated, and
they are the operating elements to which resources are allocated fcr
expenditure. We are aware that stations generally contribute to mcre
than one TOD category and to more than one subelement of the CCP. The
data call also assumes that the basic building blocks of stations are
the collection positions of the various types and the processing activ-
ities which go on in these stations. The missions to which NSA's resour:-s
will principally contribute are Warning, Forces Intelligence and Weapons
Systems Characteristics. We have allowed latitude for NSA to choose
missions for these collection and processing assets.
The data call does not prescribe the final approach to severa: matt:,-
although the TOD Committee has made suggestions. First, the TOD Co mnittli(x
has not specified how best to aggregate positions into a manageable numb-:-
of reasonably homogeneous groups. Second, methods for allocating costs to
targets are yet to be developed. Third, classes of processing activitie
are not yet defined. The TOD Committee believes that NSA can develop
satisfactory solutions to all of these problems.
After NSA has had time to consider these problems, we would like 11'_
to propose solutions to them for review by the TOD Committee. All of these
matters relating to the TOD Phase II data call should be resolved ty
May 23, 1969.
We understand that preparation of the CCP is now occupying the tiz2
of many of your planning and programming people. In light of these dema:-As
and their expected duration, the TOD data call should be responded to tv
July 1, 1969.
The TOD Committee is eager to work with your people to facilitate
your response. Please call on the committee for help whenever you feel
it necessary.

Target Oriented Display
A. General
These Special Instructions are meant to provide specific suppLeme:
guidance in addition to the Instructions and Definitions for Target Or`_rr-ed
Display, December 1968 (See Attachment A.). The purpose of these spec r:7
instructions is to define the inputs for CCP data in the use of TO) Fo:?rs
2812, 2812a and the request for Force Tables of CCP Collection Resourc,s.
B. Form 2812 - TOD Entity Summary
Attached to these instructions will be found a set of Form 28L2`s
for the Reporting Entities in the CCP. These entities correspond 1o tlw
SCA stations listed in Annex A, Appendix 2 of NSA circular 25-1 (C17-Ma:?c_
1969) and the NSA stations listed in Annex "I" of NSA Regulation 2' -6
(C7-March 1969). If NSA believes these listings are not all appro,uria*:r.
changes may be accomplished through meetings with the TOD Committee.
Planned stations (e.g., such as Diego Garcia) should be included.
The basic cost and manpower data requested for each station ('_.e..
entity) can be found in para. 4 (page 2) of Attachment A.

The CCP resources are restricted to the Functional sub-categories c'
Collection and Processing further subdivided by R&D, Operations, and SulsR)ort.
For the Multi-Program Support Category all sub-categories in Attachment .i.,
para. 6, (c) (5) apply to CCP resources.
(c) Sensors (See para. 6 (f) Attachment A.) CCP resources aa-e
restricted to the categories of COMINT, ELINT and Telemetry with the
appropriate sub-divisions by Platform type.
