MEMORANDUM FOR: NSA TOD Representative
SUBJECT ? TOD Phase II Data Call for CCP.

The attached paper presents the TOD Committee view, in outline, o~-'
the TOD call for the CCP in conformity with referenced memorandum. T'r s
paper has been prepared in the light of the exploratory discussions
between Colonel Wood, the DoD representative on the TOD Committee, and
NSA representatives. We very much appreciate the efforts on both side
in these discussions and believe that they have provided the basic infcrm~a
tion needed to go on to resolve the detailed points of the NSA call which
require further joint consideration.
I am sending this outline to you for examination, and am requesting
that you arrange for NSA representatives to meet with the TOD Committee
to work out these remaining details.
The TOD Committee as a group would like to meet with you ana other
appropriate NSA people at the very earliest moment. We will be pleased
to meet at whatever location is most convenient to you, but our preference
is to meet at your headquarters at Fort Meade. Please phone me within
the next day or two to suggest a time and place for this meeting. The
focus of the agenda will be a discussion of the attached paper.

Outline of TOP Data Call for CCP
On March 7, 1959, the TOO Committee agreed to the following raS---0
format for the TOD Phase II data call for the CCP subject to further
discussion with NSA. The Committee has been working to make the C;CP data
call compatible with the Community TOD as outlined in the Instructions and
Pefinit-ions for Target Oriented Display, December 1968 (Attachment A).
Since the TOD Committee wants to rely, as much as possible, on iriformation
systems now being used by NSA and the SCA's, final resolution of the
details of the data call must be worked out with NSA.
I. Force Tables:
/ NSA will be asked to prepare force tables on which all collection
positions will be displayed according to the geographic area against
which they have been targeted in 1968-69 and against which they are
to be targeted in 1970-76. Positions will be grouped into the 14
position categories listed in Techins 1001 (Attachment D). Positions
which are not to be manned or those which are to be in contingency
reserve in certain years may be so labeled and these positions need
not be assigned to geographic areas.

A. Form 2812 (Attachment B)
1. Reporting Entities:
The reporting entities for form 2812 will be
stations and, in the case of PISA and SCA headquarters,
major organizational units. The latter still need to
be identified with NSA's help; units of the approximate
size of the Office of the Soviet Ground Force Problems
would be appropriate.
As the Community TOD Instructions indicate, on
form 2812 NSA will be asked to allocate each station's
total costs for the years 1968-74 into the basic DOD
cost categories of R&`), Construction, Procurement,
and Expenses. NSA will also be asked to allocate the
station's total manpower into the basic categories of
Officer, Enlisted, and Civ_lian.

B. Form 2812a (Attachment C)
1. Reporting format :
Form 2812a will be changed to accomodate NSA
collection and processing categories (see Attachment
D). At each station, costs should be allocated using
these categories. Certain problems still need to be
worked out with the NSA representatives; for example,
"machine processing" is not a particularly useful category
for processing costs for TOD purposes, and categories
for reporting support costs still need to be determined.
NSA should indicate how the collection positions of each
type are distrubuted to CCP Subelements on each form 2812a.
The TOD Instructions may, if desired by NSA, be
amended to reflect the following changes. These changes
are intended to reduce the burden of the TOD call
for NSA; if NSA's in data systems make a more detailed
cost allocation preferable for NSA, the Committee would
be pleased to have such an allocation.
a. Collection costs:
(1) Allocation by Geographic Area:
NSA may, if it wishes, use an allocation
scheme in which the annual costs of each position
may be allocated to a single geographic area.
This means that if a position collects against
targets in several geographic areas, its costs
need not be allocated between them. Thus,
if there are 20 Manual Morse positions at a
particular base in Germany and 15 of them collect
principally against the Soviet Union while the
rest collect principally against Eastern Europe,
the costs of the 20 positions may be allocated `750
to the USSR and 25% to Eastern Europe.

(2) Allocation by Subject:
The Committee realizes that the intelligene,_
resulting from COMINT collection does not always
pertain to the users of the communications link.
But for TOD purposes the following allocation of
the costs of a group of positions at a given station
is adequate. For eaca position within a CCP
Subelemont (e.g. Soviet Ground Forces) which co!; ide1
with a TOD subject category, the annual cost of r_e
position may be allocated to that TOD subject. for
each position within a CCP Subelement (e.g. Special
Platforms) which does not coincide with a TOD subject
category, the annual cost of the position should also
be allocated to a TOD subject. Just as for geographic
allocations, however, the total cost of the position
may be allocated to a single subject.
(3) Allocation by Mission:
No allocations need be done within a group of
positions. For example, if there are 20 Manual orsE
positions at a particular station in Germany, -LSA u_a
allocate those costs applying to a specific area and
subject to a single mission, e. g. Tactical Warning,
even though the positions may serve other missions.
b. Processing Costs:
For the costs of each processing category (see
Attachment D), at a given collection tation, YEA
should allocate the cost o hat category by TOP
geographic area and by TOD subject; the detailed
military allocations for. the Soviet Union and China
are not necessary, however. For example, the cost a-'
all traffice analysis on Soviet military subjects at a
given collection station may be reported as "N.ilitar;
General;" there need be no allocation by "Strategic
Offensive," "General Purpose/Air," etc., nor need
there be any allocation by mission. A normal TOD
allocation of costs by subject will be required, how-
ever, for processing costs outside collection s-atioas.
For eacn group of support costs, only totem cos ~s
will be needed. No geographic, subject, or mission
allocation will be required.
