Froehlke Assistant.Secretary of Defense (Administration) Room 3E622 The Pentagon Your DA.SD(I) Staff and the DCI Staff make extensive use of the re- sources data covered in Program 3 (Intelligence) of the Five Year Defense Plan (FYDP). From discussions between our respective staffs, it appears that there is a close similarity in our interests with respect to the aggregations, manipulations and tabulations that can be produced from the FYDDP. The %re- paration of these compilations, however, now must be done by hand and re- peated separately by each user. This is unnecessarily slow and ineffic.ent for all of us, particularly when we are all trying to pre-package data :'or rapid use in the busy program review period just ahead. ' Upon investigation, I have been told that it would be quite feasib~_e for the ASD (Comptroller) to provide a card deck of the FYDP infornatiori ~h~..t has been assembled by that Office with respect to each of the Prog;rarr: -emert comprising the Consolidated Defense Intelligence Program (CDIP) provider_ such action was approved by your office. Updated card decks to conform to future issues of the FYDP could also be accommodated. With the FYDP in- telligence data available in this card deck form, it would be easy for -one CIRIS computer to manipulate this information and turn out the various sortr of displays, sub-totals and other special aggregations that are desired by the DCI. It is our understanding that a request from you to the ASD(Comptro:.ler+ is all that is required to establish a standing arrangement of this sort.. Since the forthcoming program reviews as well as the CIRIS data base use thc: FYDP as a reference and control point, it would be most helpful to us ii you could make such an arrangement with the Comptroller at this time. The ~m- plementation should begin with the furnishing of card decks covering the February 22, 1971 FYDP (FYs 63-76). From recent discussions with ASD (Comptroller) representatives, we oe- lieve that the details listed in the attachment to this letter contain the specific information needed by ASD (Comptroller') to set up this arrangement on a continuing basis. Background The Approved Program figures presented in the FYDP provide the of:.'icir:.: base from which DASD(I) and the National Intelligence Resources Board (NIRL begin their analyses of the utilization of intelligence resources. The FYLI' figures serve as control totals that are further subdivided among the indivILual units and activities that report into the Consolidated Intelligence Re:ourc:e:; Information System (CIRIS). In the CIRIS these resources are related to the functions performed and the-target objectives of the units and activities. The CIRIS data base is maintained for DASD(I) and the NIRB on computers provided by the Office of the DCI and located at the CIA Headquarters. This is a service of common concern. The CIRIS computer outputs are one of the major sources of information used in the conduct of Defense intelligence pac.. gram reviews. machine-manipulatable along with the CIRIS target-oriented data. To accom;Ish this, it is desirable that card decks on the Intelligence Program Elements in FYDPs be provided to the DCI's office on a recurring basis with each publication of the FYDP. Proposed Implementation Representatives of the DCI's office and DASD(I') met on 16 March with Mr. A. South of ASD (Comptroller) and Mr. E. Rubright. The latter repre- sentatives advised that ASD (Comptroller) could supply the CIRIS system with a card deck of Program Elements comprising the Consolidated Defense Intelligence Program (CDIP) subsequent to each updating of the FYDP, provide~_ such action was approved by DASD(I). The card decks should be addressed to the Office of the Director of Central Intelligence, Attention Director of CIRIS Staff, Room 6E25, CIA Headquarters Building, Washington, D. C. 20505.
