SUBJECT Community Resources Data Requested by DD/I
1. Mr. Parrott has requested us to assist Ed Proctor and OSR rep-
resentatives who have been called on to prepare a cost estimate of
Soviet intelligence activities. Colonel White's memorandum of
11 December 1970, which relays an 0MB request for this estimate, is
attached herewith.
2. U.S. intelligence community resources data, drawn from the
current CIRIS, are of interest in that these help establish some para-
meters for the organization of this estimate and provide tentative
identification of some comparisons that may be possible if Soviet
data can be worked up in a manner that will permit comparisons.
3. We have had an initial meeting with the OSR people to provide
a background that will permit them to understand some of the complexities
of the packaging of U.S. intelligence resources and their size. We
have also advised them that community resources can be released to a
single agency only through transmittal from D/DCI/NIPE.
4. The attached tabulation has been prepared in response to this
request and is at a level. of detail which the OSR people believe wilL
be useful to them. If you are in agreement that this information
should be released for this purpose, will you please forward this to
Mr. Proctor with whatever caveats you consider appropriate.

.SUBJECT . Cost Estimate of Soviet Intelligence
Activities
1. During my absence this week:, Jim Schlesinger from
OMB requested of John Clarke an estimate of annual expcnditu.-es
by the USSR on intelligence activities. I talked to Sc.zlcs::.ger
this morning to find out what was behind this request. he told
me that the-re had been a good deal. of talk around OMB the
White House recently about the size- of the
U. S. intelligence
budget, which had naturally led to a question as to how this ccr ,-
pares with the cost of intelligence activities Of other c.ountri.es
particularly the Soviet Union. He had, after what deliberation.-
-I do not know come up with an off-the-cuff 03,

defense budget. He thought it would be most useful to
OMB and the White House if we could prepare a thoughtful paper
on this subject.
2. It seems to me that we not only should be responsive
but it is in the best interests of the Agency and the intelligence
community to comply as promptly as possible. I do not think
this needs to be a National Intelligence Estimate, but it does need
to be a well-researched and carefully thought-out paper. I
should appreciate very much the DD/I accepting responsibility,
for producing such a paper within the next several days. Copies
of this memorandum have gone to the DD /P and the Chairman
of the Board of National Estimates, who are requested to co-
operate in every way. -
3. I realize that the terms of reference are imprecise.
I think, however, we are not likely to get much help on this score

from OMB. I suggest, therefore, that you prepare your own terms
of reference.
