General Robert E. Cushman, Jr., Deputy Director jf Central Intelligence, presiding, and Mr. Ray S. Cline, Director of Intelligence and Research, Department of State, and Mr. Robert F. Froehlke, Assistant Secretary of Defense for Administrati-,n and Special Assistant to the Secretary of Defense for Intelligence; were present. Others attending included Vice Admiral Harold G. Bowen, USN, DASD(I), Mr. Robert D. Crane from State/INR, and Mr. John A. Bross, Maj. Gen. Jack E. Thomas, USAF (Ret), and from the DCI Staff. Vice Admiral Noe.. Gayler, Director, NSA, and I f NSA were present for the second and third items; of thse DCI Staff for the third item, and of the DC I Staff for the last item. Item 1 - Approval of Minutes Purpose: Obtain Board approval of Minutes for Twentieth Meeting, 27 March 1970. Action: Minutes approved as circulated. Discussion: Mr. Froehlke requested that Minutes be disserni_ nested as soon as possible after each meeting, because he would like to circulate them to the Directors of DIA. and NSA. for commen? Reports on CIRIS presented his reports, Admiral Gavler declared that it was desirable to move as quickly as possible ~o guidance regarding the format for CIRIS-71. General Cushman are Mr. Froehlke concurred. introduced a colleague, who had STAT assisted in the preparation of the reports. Regarding CT.RIS-?0, reported that CIA's contribution had been received. He that a small State contribution and the DOD contribution were -xpec ec? soon. He said that the DOD contribution would he drawn from the P. which were due in Mr. Froehlke's office by the end o this week. expressed the hope that the CIRIS data to be derived from POI s v be compatible with other CIRIS information.
