I my Director of CItIS activities, has been reviewing and discussing the draft proposal with your Task Force members and Chairman of the Interagen' CIRIS Committee, since the latter part of February. The substance of the review of the NSA proposal can be found Fn the attachment. I have discussed the review with ani generally agree with the proposals for CIRIS-71. As a next step, I have asked to convene the Defense CIRIS Working Group in order to review the DASD(I) Planning for CIRIS-71. At that time your representative can respond to any of the items in the attachment that NSA may feel requires further discussio . What is important now is that we in DASD(I) resolve the probler.is of the larger Defense CIRIS request for CY 1971. Should there be any unresolved issues on the part of NSA at tiro! conclusion of the CIRIS Working Group meetings, I have directed to bring them to my attention so that you and I can discus s them before I make a final decision.
