SUBJECT: Request for CIA Participation in CIRIS
for Calendar Year 1972

1. In response to the Director's request (Attachment 1),
the Defense Department has implemented CIS for calendar year
1972. The purpose of this memorandum is to request a comparable
participation by CIA, and this will. be the fifth consecutive year this
sort of community resource information has been compiled.
2. In concept and content, the proposed request for CIA data
is very close to last year's. However, coordination by our Data
Support Group with PPB has resulted in the identification of some
short cuts that can be applied in CIA without affecting the significance
of the CIA data or its capability in a community context.
3. Following the pattern of the past several years, separate
submissions are requested for each of the major operating components
within the DDI, DDS&T and DDS areas. A single consolidated sub-
mission is requested for the DOP area (omitting Covert Action, which
has always been excluded from the community data base). Two
submissions will cover the DCI area: one for ONE and the other for
the balance of the DCI area. The Cable Secretariat will now be included
in the Office of Communications. Attachment 2 contains a list of the
36 CIRIS Reporting Entities that we propose.
4. The principal characteristics of the CIA data call are
identified below.
a. Spring 1972 -- Entity Financial and Manpower
Summary, Form 2812. (Not related to intelligence functions
or targets)
(1) FYs 71, 72 and 73. Individual entities
should report on these years, based on control totals
for the CIA Congressional budget submission this past
spring.

(2) FY 74, Individual entities should report,
based on the DCI's 28 June 72 CIA Program decisions.
Since all of the foregoing data are now complete in
PPB, it would be appreciated if this part of the total
CIA data response be furnished immediately.
b. Spring 1972 -- Entity Resources Allocated to
Functions and Targets, Form 2812a.
(1) FY* 72 and 73. Individual entities should
report function and target-related resources for these
years. This reporting should use as control figures
the programming as shown for the spring CLL,. Congressional
budget. We believe that a reasonable date for submitting
this response is on or before 1 September 72.
(2) FY 74. This data call does not request that
individual entities report function and target-related
resources for FY 74 (the Program Year). By agreement
with PPB, we will test our joint capability to develop
the FY 74 information without imposing this further
work load on operating components. As a reference and
point of departure, we will use the individual component
targeted submissions for FY 73, and we will draw on YPB
knowledge of resource changes resulting from the just-
completed CIA Program review. We would like to
complete this exercise with PPB by 15 September 72.
c. Fall 1972 -- Entity Financial and Manpower Summary,
Form 2812.
FYs 72. 73 and 74. Individual entities should
report on these years upon completion of the CIA fall
budget exercise. This will update the spring data on
FYe 72 and 73, and verify the resource totals for FY 74
as carried from the approved program into the budget.
We believe this information will be available from within
PPB by 1 October 72.

5. Attachment 3 is a copy of the CIRIS "Annexes to Instructions
and Guidance for Data Submissions, Calendar Year 1972. " This
booklet contains technical guidance, and it is not a self-implementing
document. Except for the appropriate alterations to the time schedule
shown therein, I believe you will find this booklet generally suitable
for use within the Agency. We can give PPB as many copies as they
need.
6. Please let me know if you have any questions on any of this,
as we would like to get this final element in the 1972 CIRIS nailed down
as soon as possible.
