MEMORANDUM FOR : D/DCI/IC
1. In view of Hall's call to the Director, the following
options are provided for discussion:
Option 1 - DCI to ask that CIRIS call be issued.
Concurrently urge that DoD and the Agency join forces
to undertake a comprehensive study to develop a
system built upon CIRIS for future years.
Option 2 - Urge DoD and CIA join Showers' Study
Group and identify Al Hall's management needs, tieing
them to or adapting CIRIS and issue the appropriate
call no later than 15 May.
- Returns will be too late for use in
CDIP review - they already are.
- Returns would be in time to assist
development of the National Intelligence Program
Memoranda (Consolidated Intelligence Program Budget)
in October, planning guidance in November or December,
and Congressional presentation for Fiscal Year 1974
in January 1973.

and pick up the gap caused by no call this year. This (U

on involves depending on FYDP and POM/PDM data for--*
this go-around. It will need assurance from Hall that
data will be available. The POM/PDM data can be tied
into CIRIS later. As target and functional data are
required, special requests to each responsive agency
will need to be made.
2. At the moment, the matter is between DoD and the
Director. It also has Agency overtones. OMB, which has never
used CIRIS, continues to give its full blessing to a management
information system such as CIRIS.
