SUBJECT Defense Department Data Needs to Operate CIRIS
1. In order to produce CIRIS data in calendar year 1972, the following
inputs from Defense organizational canponents are needed:
(a) All issuances of the DOD FYDP whenever this document is
promulgated during each calendar year.
(b) The completion by some 500 individual Defense intelligence
components of Forms 2812, 2812a and 2812b, to provide information
for CIRIS during calendar year 1972. These forms are described
below.
2. Form 2812 - this is a resources summary which identifies each of
the individual organizational components included in each FYDP Program
Element, and spreads Program Element resources among those components.
These individual components are called CIRIS Reporting Entities.
(a) There are some 500 individual intelligence components in
the Consolidated Defense Intelligence Program. Form 2812 is
totally synonymous with the FYDP except that it breaks down the
Program Elements. Form 2812 calls for resources information for
the same seven year period covered by each FYDP issuance and it
uses the same language. The CIRIS requirement for Form 2812
information is not an added burden to DOD Program Managers, be-
cause they themselves develop this same information for their
own internal use. The individual CIRIS Reporting Entities are
designated by the Program Managers and reflect the real world
organizational components with which the Program Manager himself
deals.
(b) Form 2812 CIRIS submissions are required based on the
January FYDP, and again on the basis of the results of program
reviews which are completed in late summer.
3. Form 2812b - this is merely a form to provide information to
identify and briefly describe the individual Reporting Entities. It is
required in order to process the resources data furnished in Form 2812
and thereafter to manipulate it selectively to provide data outputs to
users. This information is required along with the submits based on
the January FYDP, and thereafter when individual entities have sig-
nificant changes.

4. Form 2812a - This form allocates the resources of each Reporting
Entity according to intelligence mission, function, sensor, geographic
target and subject target. It is required once a year, based on the
control totals of resources identified in the January FYDP. This form
covers resource projections for three fiscal years -- the Current Year,
the Budget Year, and the 1st Program Year.
