SUBJECT . Effective Date of DCID 1/7 "Controls
for Dissemination and Use of Intelli-
gence and Intelligence Information"
1. Several members of the Security Committee have advised
that they have received queries as to the effective date of DCID
1/7. They indicated that there are varying interpretations by cer-
tain components as to when the Directive is to become effective.
2." As indicated in Paragraph 9 of DCID 1/7, the Directive is
not to become effective until 21 August 1962. To ensure uniform
implementation and to avoid possible ambiguities, it is requested
that this memorandum affirming the effective date of the Directive
be circulated to the Community. .
