CENTRAL INTELLIGENCE AGENCY
Subject: Interagency Diplomatic Strategy Group
Over the next six weeks we can anticipate an intense
round of diplomatic activity related to Central America
with possibly substantial ramifications for U.S. policy in
the region. During this period:
-- The Contadora countries will be promoting their
"final" draft of their proposed treaty.
-- The EC/Central America Foreign Ministers
meeting will take place in San Jose.
-- There will be an intense round of multilateral*
discussions at the UNGA possibly including
formal UNGA discussion/debate on the Contadora
Process/Central America Peace issue.
Our dialogue will continue with Nicaragua.
Negotiations will continue between the
Democratic opposition in Nicaragua and the
Sandinistas over electoral participation.

The Core Four countries will meet in San Jose
to determine their strategy for dealing with
the Contadora proposal.
Talks between Costa Rica and Nicaragua under
French sponsorship could result in agreement
during this period.
This crescendo of diplomatic activity may well be
accompanied by the long anticipated military offensive in
El Salvador.
During this period our diplomatic objectives will be
Ensure that any Contadora agreement enacted is
fully compatible with our political/security
concerns.
Prevent any agreement between Costa Rica and
Nicaragua which would undermine Core Four
solidarity and the Contadora process.
Protect the U.S. from allegations that we do
not favor a negotiated solution to the problems
of the region.
A series of steps have already been taken to achieve
these objectives. However, we can anticipate the need for
.a flexible policy and rapid-fire decision-making as these
events unfold.
To ensure policy coordination during this period an
interagency diplomatic strategy group is being established
under the direction of Deputy Assistant Secretary Craig
Johnstone. The NSC, CIA, DOD, and JCS are requested to
appoint one representative each at a decision-making level
to participate in this group.
