1. Pursuant to your request, a chronology of the twelve (12) SIG(I)
meetings held thus far is attached.

Chairman, Joint Chiefs of Staff
2. You will note by the attachments that we've never had all of the
appointed members at one sitting, despite the fact that meeting announcements,
back-up papers, etc., are forwarded directly to them. And, except for the
Chairman, attendance by any appointed member is rare. The Assistant to the
President for National Security Affairs and the Chairman, Joint Chiefs of
Staff have yet to attend. The Deputy Secretary of State (Ambassador Stoessel)
attended once, and the Deputy Secretary of Defense (Mr. Carlucci) attended on
two occasions.
3. During the past week, I phoned the office of each member (including
the personal secretary to the Deputy Secretary of Defense designee, Mr. Taft)
and urged their attendance at SIG(I) meetings in consonance with NSDD-2.
Responses were promising from Defense, State, and C/JCS. At the NSC, Wilma
Hall (Executive Assistant) said she'd take it up with Mr. McFarlane--also, our
request to hold SIG(I) meetings in the White House Situation Room. Regarding
the latter, priaUects seem o even tough I pressed politely that the
SIG(I) is an NSC element and that it meets only four to five times each
year. I was told that, of late, the Situation Room is getting more personal
use by the President, the Vice President, and crisis teams and that the SIG(I)
could be faced with being preempted at the last minute. At any rate, I was
promised a response soon.

4. Regarding a SIG(I) meeting site, I have also looked into the
possibility of using the DCI's E0B office as an alternative 0 or as a
backup to the White House Situation Room if we are permitted to schedule the
latter. The table in the EOB space seats six comfortably, eight with a
squeeze--or, if needed, get a larger table. There are some 15 additional
chairs.
