My sense is that this should be a DDI function.
I don't feel confident to make a recommendation as

to where it ought to be done. OSWR certainly is
a sensible candidate. Evan tells me that he would
be pleased to try to find someone from the S&T who
could occupy a DDI slot if you were able to put
one up.( Given the number of vacancies in the DDI
in the next year or so, assuming that we don't
solve that problem overnight even though we'd like
to, I would think that would be a desirable thing
for you to do.) Overall, I think the DDI will
perform a considerable service if they can take
on the task of giving all of us a thoughtful,
