Attached is my writeup of the remarks I prepared for the conference.
Some of them were not delivered, because of time constraints, and some of the
follow-up remarks were made by others. Nevertheless, I thought it would be
useful for you to have this. I do not want these remarks disseminated to
others, although for the purpose of follow-up to the conference, you can share
it with your staff. I will be using and disseminating excerpts from this
paper for other purposes.
