-This memorandum tasks the NATO Conventional Forces and Arms
' _ control Interagency Grovp to develop, coordinate, and agree on

iequired, when topics of interest to their particular agency are

1) Compile and eva).uate the status of existing US-sponsored
initiatives for imprpving NATO's conventional forces;
2) Develop a framework for work to integrate USG efforts to
pursue these initiatives;
* -'3) Evaluate any existing or proposed initiatives from other
NATO sources (e.g., SACEUR, SYG Carrington);
4) Coordinate the integration of these initiatives into the
broader policy conte:ct;
=-5) Coordinate and publish detailed terms of reference for the
responsibilities. included in this project. (C)

the IG should then purst4.e a work program designed to prepare for
;- an NSC meeting in November 1984 which will review the current
testate cif' efforts to improve NATO's conventional defense. it is
-j-.- -anticipated that the NSA meefping will result in further tasking
-to select specific programs or emphasis and to develop the
methods' for integrating USG )views into a coherent, hopefully
:?NATO-sponsored program which will elicit a maximum response from
