Dear Mr. Moody:
Because of your expressed interest in the welfare of
Mr. Raymond Hooker and Miss Patricia Delgado, I know you will
be pleased to learn of the most recent information that has
come to our attention.
According to Sandinista press reports, Mr. Hooker,
Miss Delgado, and a third individual also kidnapped at the
same time, Mr. Santiago Mayorga, were released on 30 October.
All three were said to be in relatively good condition.

SUMMARY: I called Christophe upon receipt of the Congressman's letter to
Mr. Casey. I explained to him that we had written previously to
Reverend Andrews and there was nothing more we could add to that
letter. Christophe explained that the Reverend Andrews did not write directly
to Mr. Carper, but that he, Christophe,sent the letter when he received a copy of
the letter to Mr. Casey, from Reverend Andrews.
Christophe did not know the Agency had already responded to the 11 September letter
and asked only that we provide Mr. Carper with a copy of our response to Reverend
Andrews. (See attached letter from PAO, dated 16 October 1984.)
Send copy of CIA letter to Reverend Andrews to Mr. Carper, attention Christophe Tulou.
No need for an additional letter.

U.S. Government did not participate in, support, or approve these events, and
will continue to follow the guidelines in Executive Order 12333 concerning
intelligence operations. The U.S. does not condone kidnapping or
international acts of violence by any group against innocent civilians.
The plight of Ray Hooker and Patricia Delgado is under review by the
House Permanent Select Committee on Intelligence, and we are referring all
inquiries on the subject to them. We suggest that you address your concerns
either to your congressman or to HPSCI.

I am writing on behalf of my constituent, Reverend Robert Andrews, regarding the
plight of Mr. Ray Hooker and Ms. Patricia Delgado, two candidates for the new National
Assembly of Nicaragua to be elected on November 4. Apparently, they were abducted
last month by one of the counter-revolutionary groups currently fighting against the
Sandinista regime in Nicaragua.
According to Reverend Andrews, Mr. Hooker "is widely respected in the Caribbean
coastal area of Nicaragua." He is also, in Reverend Andrew's words, "a much esteemed
educator, he is the kind of person that the Nicaraguan people , regardless of political
orientation, needed in the service of their national development." Given the critical
need of the Nicaraguans to demonstrate a commitment toward democratic principles and
respect for human and civil rights, it is unfortunate that these candidates should be
forcibly removed from circulation by counter-revolutionary forces.
My appeal is purely humanitarian - I urge you to use all the resources, contacts
and other means at your disposal to save the lives of these Nicaraguans and to secure
their release.

be positive.

Thank you for your letter of 21 September 1984 in which
you and nine other Members of the House of Representatives
expressed concern about reports of abductions by armed
Nicaraguan opposition forces.
Let me assure you that this Agency neither participated in
nor countenanced the MISURASATA's kidnapping of Mr. Ray Hooker
and Miss Patricia Delgado. The Central Intelligence Agency
does not condone such acts against the civilian populace.
The House Permanent Select Committee on Intelligence has
been interested in the plight. of Mr. Hooker and Miss Delgado,
and this Agency has been continually providing such information
as has come to our knowledge to that Committee. In accordance
with procedures established by the Congress, I am required to
respectfully refer you to the Oversight Committee.
This letter is also being provided to Congressmen John F.
Seiberling, Mervyn M. Dymally, Berkley Bedell, William J.

Recently while in Nicaragua I had the opportunity of taking part in an
interview with Ray Hooker, described by The New York Times as one of
the most distinguished citizens of Bluefields. As you are no doubt
aware, Mr. Hooker has since then been kidnapped and apparently is being
held by Eden Pastore and his group.
While I realize that relations between the C.I.A. and the Pastore
faction have apparently become rather strained, I urge you to do all
in your power through. your agency to secure the release of this dedi-
cated public servant and those held with him.

It is our understanding that there are reports from
Nicaragua that rebel forces have abducted two Nicaraguan
political leaders. This news is the latest indication of the
increasing trend of political terrorism by forces within
Nicaragua directly associated with the United States government.
The latest abductions, if confirmed, will bring to 82 the number
of Nicaraguans who have been abducted since the beginning of
July. Of these 82 people, four have already been found murdered
and the Nicaraguan government fears that the rest have either
been killed or have been taken to rebel camps in Costa Rica or
Honduras.
The two most recent kidnap victims are Ray Hooker and
Patricia Delgado. Ray Hooker was educated in the United States
at Ohio University. He has been chosen as a Sandinista candidate
for the new National Assembly. Patricia Delgado is a member of
the regional Sandinista governing committee. Both of these
candidates have been actively participating in the election
process.
The Sandinista government has scheduled elections for
November 4, 1984. The policy of the Reagan Administration and
the Congress has been to encourage the Sandinista government to
move in a Democratic direction. At the same time, though, the
contras have been carrying on a systematic campaign of terror in
much the same way that the Salvadoran guerillas attempted to
prevent the people of El Salvador from participating-in a free
and open electoral process.
We strongly oppose any association between U.S. efforts in
Nicaragua and political terrorism. Such an association does
grave damage to the U.S. position in Latin America and the world
as the advocate of democratic traditions and government. In
addition, these terrorist kidnappings are in direct conflict with
the Reagan Administration's Executive Order 12333.

According to Section f. Interdepartmental Operations of the
U.S. Government Overseas, Part 2, Conduct of Intelligence
Activities:
02.11 PROHIBITION on ASSASSINATION. No person employed by or
acting on behalf of the United States Government shall engage in,
or conspire to engage in, assassination.
2.12 INDIRECT PARTICIPATION. No agency of the Central
Intelligence Community shall participate in or request any person
to undertake activities forbidden by this Order.?
Mr. Director, we urge you to use whatever avenues of
communication exist between the U.S. government and the contras
to press for the immediate release of Ray Hooker and Patricia
Delgado, to obtain a full accounting of the other 76 missing
Nicaraguans, and to bring about a cessation of all political
assassinations and kidnappings.
The goal of U.S. policy should be to normalize U.S.-
Nicaraguan relations, not to associate with actions that
inevitably lead the Sandinistas to permanently establish a
totalitarian regime. While it remains to be seen whether the
November elections will be free and open, we must not condone any
activity that serves as an impediment to the democratic process.
We urge your immediate attention to this important matter.

Dear Sir:
The American Association of Jurists (AAJ) expresses grave concern
over the recent kidnapping of Nicaraguan citizens Ray Hooker and
Patricia Delgado by U.S. backed and financed mercenary groups. This
incident is part of the continuing campaign of terror and intimidation
supported by your administration against the Nicaraguan people in
clear violation of all norms and standards of international law.
The AAJ, an organization of lawyers, judges and legal scholars
from throughout North, South, Central America and the Caribbean dedicated
to the defense of fundamental principles of international law, places
direct responsibility on your administration for the safety and well-
being of Ray Hooker and his companions. We demand that immediate
steps be taken to secure the release of Mr. Hooker and other Nicaraguan:
citizens held by these bandit forces and that all forms of military
and financial assistance to those groups be terminated.
Furthermore, the U.S. government must cease and desist from the
massive military maneuvers conducted off the coasts of Nicaragua which
pose a grave threat to peace in the region.
Under the internationally recognized principle of self-determination
the people of Nicaragua are entitled to pursue their economic, political
and social development without interference and in the manner they deem
most appropriate.
We urge the United States government to support the efforts of
the Nicaraguan government to bring about meaningful social change for
its people in the areas of health care, education, employment and
housing which are fundamental components of basic. human rights.

Dear Mr. President:
As members of WCCN, an organization dedicated
to strengthening ties between the people and govern-
ments of Nicaragua and its sister state of Wisconsin,
we are shocked at the news that U.S.-backed contras
have kidnapped 82 Nicaraguans in recent weeks.
We are particularly distressed at the abduction
last week of two persons from Nicaragua's Atlantic
Coast region, including Ray Hooker who is a candidate
for the National Assembly. Such a transparent attempt
to disrupt the November elections is an outrage, and
that the C.I.A. is illegally assisting the effort makes
it all the more appalling.
We call upon the Administration to have the C.I.A.
bring a halt to such political terrorism.
It is not just that it is morally and legally
wrong. It is also counter productive to what should be
our goals of encouraging a democratic spirit and insti-
tutions in Nicaragua and throughout the region. People
like Mr. Hooker, who was educated in the United States,
represent the best hope that democracy may finally have
a chance to take root in Nicaragua after almost 50 years
of dictatorship and revolutionary strife.

I am writing to ask your assistance in locating Ray Ronald Hooker and
securing his release.
Apparently, Mr. Hooker was abducted on September 5, 1984 by the "contra"
forces supported by your agency in Nicaragua.
Mr. Hooker is a former resident of Athens, Ohio, and I am most concerned
for his safety. I would appreciate knowing what information your agency has
about Mr. Hookers whereabouts, and what efforts you have made to secure his
release.

Mr. Casey has asked me to respond to your letter regarding the case of
Mr. Ray Hooker. Eden Pastora's Democratic Revolutionary Alliance and an
allied Miskito Indian group have publicly acknowledged the capture of
Ray Hooker and Patricia Delgado and have stated they will hold them in an
effort to secure a prisoner exchange with the Nicaraguan government. The
U.S. Government did not participate in, support, or approve these events, and
will continue to follow the guidelines in Executive Order 12333 concerning
intelligence operations. The U.S. does not condone kidnapping or
international acts of violence by any group against innocent civilians.
The plight of Ray Hooker and Patricia Delgado is under review by the
House Permanent Select Committee on Intelligence, and we are referring all
inquiries on the subject to them. We suggest that you address your concerns
either to your congressman or to HPSCI.

At a meeting of the Board of Trustees of the United Campus Ministry last night,
it was decided to communicate this appeal to you directly.
Our urgent concern has to do with the abduction last week off the Caribbean
coast of Nicaragua of Mr. Ray Hooker and Miss Patricia Delgado. The two
candidates for the new National Assembly of Nicaragua to be elected November 4
were traveling in a promotion of their campaign.for election to that body. It
appears that one or the other of the counter-revolutionary groups fighting
against the present government of Nicaragua is responsible for their disappearance.
Mr. Hooker is'widely respected in the Caribbean coastal area of Nicaragua for
his transparently genuine dedication to the social and'cultural welfare of the
indigenous and non-Latino groups inhabiting that area. A graduate of Ohio
University and a much esteemed educator, he is the kind of person that the
Nicaraguan people, regardless of political orientation, needed in the service
of their national development.
We ask you to devote all appropriate resources and relationships within your
reach to influence the captors of these two Nicaraguans to spare their lives
and return them to their families.

Mr.' Hooker, who maintained rela-
tiohs with Indians opposed to the Gov-
eri ment, is among the most widely re-
spected citizens'' of Bluefields. He
graduated from Ohio University with a
degree in history, became assistant
dean of humanities at the National Uni-
versity in Managua) and In 1981 was
named director of the Institute for the
Atlantic Coast, a Government agency.
More-recently, he had been in charge of
adctlinistering social services kor in
