SUBJECT: Departure Letter to Members of Congress
from the outgoing Nicaraguan Ambassador
The attached letter to Congressman Bill Broomfield
(R., MI) was forwarded to me by Ev Bierman of HFAC Minority
Staff. The letter is a last ditch lobbying effort on the Hill
by the outgoing Nicaraguan Ambassador Antonio Jarquin.
Paragraph 2 clearly shows the priority the Ambassador places
on the lobbying Congress.

Dear Representative Broomfield:
I have the honor to inform you that I. will be leaving the
United States on the 12th of August, having completed my tour of
? duty as Ambassador Extraordinary and Plenipotentiary of the
Republic of Nicaragua to the Government of the United States of
America. My successor will be Dr. Carlos Tunnerman Bernheim,
former Minister of Education of Nicaragua.
During my tour of duty in this country, I have tried to
communicate with the Congress and Senate of the United States as
well as with the American people. There have been moments of
profound satisfaction, highlighted by the efforts to achieve
peace undertaken by important members of both the House of
Representatives and the Senate. Their initiatives played a major
role in the votes of the House of Representatives to deny the
funds requested by the Administration for the counter-
revolutionary forces that carry pain, death and mourning to my
country.
There have also been moments of disillusionment as I
observed that there still exist representatives, both in the
Senate and the Congress, who insist on promoting an illegal and
inhuman war against Nicaragua. This war has resulted in more
than 7,000 dead, great physical damage and greater suffering to
the poorest classes of my country. This suffering and
destruction is the sole responsibility of the present
Administration of the United States and those who support a
policy that today is dividing the hemisphere.
There is no moral, political or human justification to
continue to carry death, pain and misery to our people in the
-name of God, democracy and the interest of the United States as
is usually argued by the Administration. Neither can this policy
be justified with slogans or propaganda campaigns.

Today, the responsiblilty to stop the blood bath and to
prevent a conflict of greater proportions in which the people of-
the United States will share the suffering, depends not on the
Goverment of Nicaragua which on numerous occasions has very
responsibly demonstrated its disposition to seek a political
solution. A disposition that has been mistakenly represented by
the Administration of the United States ag proof that its
aggressive policy of terror and death is working.
On the contrary, if there is anything that angers and unites
a people, it is injustice. If there is anything that transforms
a people into a moral force, it is the conviction that they are
fighting for and defending their right to survive as a people
and a as nation. This is why it is necessary that we avoid
confrontations between military powers and moral powers, because
the consequences of such a confrontation defy conventional logic.
The people and Government of Nicaragua are prepared to be a
part of .a framework of respectful coexistence and political
resolution of the problems of Central America. We have proposed
this in different international forums and we have also presented
proof of our disposition. This is a fact that the Administration
has distorted and tries to deny.
We are prepared to make every effort to achieve peace, but
not if the price is to become slaves or disappear as a nation.
We shall not sacrifice our principles or our rights in order
to achieve the peace of cemeteries or a life without dignity.
our national sovereignty, non-intevention in our
internal affairs, are rights that were won by the people of
Nicaragua and will be defended whatever the price. I do not
believe that these principles are in contradiction with the
security of the United States. Because if this last concept is
understood and implemented in such a way that it precludes the
rights of our nations to exist as such, then the inevitable
future will be one of confrontation between the United States and
her neighbors south of the'Rio Bravo, an historical perspective
that should not be passed on to future generations.
As I bid you farewell, I should like to let you know that I
will continue to work for a just understanding between our
countries and with the conviction that a military confrontation
must never take place in this hemisphere, because of the negative
consequences for all the parties involved.

At the same time, I wish to reiterate my deepest gratitude
to all the distinguished Legislators whose struggle for peace is
seen and appreciated by my country and all people who love peace.
Finally, I should like to request that you cooperate with my
successor in the effort to convince those who are promoting war
that such a road will only lead our two countries to pain and
death, an eventuality that can be avoided if the Administration
of the United States, as has my country, cannits itself to real
and sincere negotiations within the framework of international
law and peaceful resolution of the conflict that exists between
our two countries and in Central America.
