By virtue of the Freedom of Information Act, we are seeking information from files of the Central Intelligence Agency concerning all CIA supported research, experimentation or by whatever name such intervention may have been called, in institutions run by the Illinois Department of Mental Health and Developmental Disabilities or the Department of Public Health or by whatever name such mental health or developmental disabilities may have been known, between the years of 1945 and 1960. 1) Specifically we are asking for the names of all institutions including mental health facilities, institutions for the retarded, universities, university hospitals, in- cluding but not limited to the University of Chicago, which received CIA funding or support for research or experimental projects using mental patients or retarded individuals as the subject matters for research, experimentation or by whatever name such investigation may have been known. 2) Particularly we are also seeking the names and other identifying criteria of all individuals who may have been involved in the research, investigation or experimentation 0 N Y 3 a= L Approved For Release 2009/01/30: CIA-RDP86M00886RO01500080056-0 STAT Approved For Release 2009/01/30: CIA-RDP86M00886RO01500080056-0 Larry R. Strawderman March Page 30, Two 1984 described in the above two paragraphs and who resided in Illinois institutions and who may have been the subject matter of such CIA sponsored research as described above. 3) Specifically, we are further seeking names of all institutions and individuals and other identifying data within the state of Illinois who were involved in any research, experimentation, or investigation in the MKULTRA Project between the years 1945 and 1960. As Public Guardian of Cook County I am seeking this information because of the fact that some of our present wards may have been involved in such investigation, research or experimentation in the 1950's. I am further seeking the information because many individuals, at present incompetent, may have causes of action which would entitle them to estates because of such research, experimentation and/or investigation. These individuals now reside in nursing homes, half-way houses and mental health facilities and may have been harmed by such research and have the possibility of lawsuits against the institutions named and even against the federal government. However, because of their incompetency they are unable to understand that they have such lawsuits. Because of the nature of their mental illness and/or retardation during the time in which the experimentation, research or investigation went on they were equally unable to determine the fact that they had possible causes of action. Because of their incompetency there is no legal limit to the time in which they may bring suit. As Public Guardian of Cook County, it is my responsibility to protect the interests of incompetent individuals and pursuant to that duty that I seek this information. It is our understanding that the CIA did, in fact, support research involving LSD at the Manteno State Hospital in 1954 and 1955 (enclosed please find a Chicago Sun Times article to state that effect). We are most interested in determining the extent of the research and/or experimentation supported by the Central Intelligence Agency in Illinois hospitals because many of our wards were in these hospitals at that time. Please be advised that in case such documents are not in the hands of the Central Intelligence Agency but in the hands of researchers at universities or hospitals we would like documents which could indicate in whose hands the re- search documents now are.
