The SAFE Project Management Review conducted 19 March 1984 addressed three topics. 2. The first topic was the move of SAFE-D Hardware and Software from NCC to the DIAC. The move was described as entirely successful having been accomplished on schedule with essentially no interruption of service to DIA. All concerned expressed appreciation. for a job well done. 3. The second topic was the revised SAFE Schedule proposed by CSPO to incorporate DIA's Integrated Data Base requirements into Delivery 4. To reduce technical and management risk resulting from parallel activities for deliveries and two customers, CSPO proposed that: (a) Deliveries 2 and 5 be delivered only to CIA in 'March 1985 and 1986 respectively, and Deliveries 3 and 4 be delivered only to DIA in August 1985 and 1986 respectively; and (b) that future deliveries would be made to each agency at one-year intervals following Deliveries 4 and 5. CSPO and DDI agreed to limit the requirements for CIA.'s Delivery S so as not.to delay DIA's Delivery 4 beyond August 1986. CSPO was directed to: (a) continue the analysis of the Integrated Data Base model to confirm user and system requirements; and (b) determine the cost impact of proceeding with the Integrated Data Base implementation and revised schedule. This analysis is to be completed in August and presented for Management Review for decision to proceed. 4. The third topic discussed was the CSPO proposal that the SAFE user interface for Delivery 2 be AIM based and that the Delivery 2 interface be extended for subsequent deliveries. CSPO proposed that the extension be designed to meet the objectives of Book 1 of the UIRS (one command set and syntax) and the design incorporate as much off-the-shelf software (AIM; INQUIRE: and M-204) as is consistent with SAFE functions. DIA and CIA senior management agreed with the proposal for Delivery 2 and the objectives for subsequent deliveries. However, before proceeding with the recommendations for extending AIM, more analysis was requested to: (a) by 26 March provide an Executive Summary of Book 1 UIRS to facilitate Senior Management reaffirmation of user interface requirements; (b) review the feasibility, cost, schedule, risks, and user impacts of the three major alternatives of (1) extending AIM; (2) building a user interface consisting of AIM, INQUIRE, Approved For Release 2008/10/31: CIA-RDP86M00886RO01700240007-4 Approved For Release 2008/10/31: CIA-RDP86M00886RO01700240007-4 M-204, and other commands and (3) building a user interface based on the 14 February 1983 version of Book 2 SUL. During the week of. -4 June, the CSPO analysis of the three user interface alternatives will be presented for management review and decision to proceed with implementation in subsequent deliveries. User Interface Requirements Specifications (UIRS) Book 1 Summary - CSPO will develop a summary of the most critical user interface requirements contained within the UIRS Book 1 by 26 March and staff that through DIA and CIA user organizations in order to gain formal Agency Senior Management approval of those requirements for the SAFE user interface. b. USER User Interface Command Language - CSPO will finalize the set of language commands in support of the Delivery 2 functions by 26 March and for Delivery 3 by 16 April. The Delivery 4 command set will be identified by 21 May 1984. c. SAFE User Interface Model (SUIM) -.Three.separate scenarios will be developed for the SUIM in order to model the most significant aspects of the user interface and gain user acceptance and/or input for changes to the design activity. (This effort will begin on 26 March and will be completed prior to 4 June 1984). d. AIM Modifications -.In parallel with the finalization of the testing of the SUIM, CSPO will participate in detailed workshops with CIA/ODP/SEG to determine what modifications are necessary to AIM in-.-order to use this software as a basis for the continuing development of the user interface for SAFE Deliveries 3-5. (This effort, will begin 26 March and complete.by 23 April). e. Technical Assessment - CSPO and ODP/SEG will define and evaluate the technical feasibility/risk of extending AIM to support the continuing user interface development for those deliveries subsequent to Delivery 2. .(This effort will be completed by 30 April 1984). f. AIM Modification Schedule - CSPO together with ODP/SEG will develop a detailed schedule for accomplishing the necessary AIM modifications together with a cost estimate of such a development as well as the personnel resource most directly impacted. (This activity will be completed by 21 May 1984). g. SAFE Development Impact - Based on the aforementioned activities CSPO will prepare a presentation of the options available for the SAFE user interface design and the impact of each option on the SAFE training, development risk, cost, and schedule. These options shall include but not be limited to the following: 1) AIM based SUI with extension/modifications resulting in a common set of language commands and syntax. UIRS Book 1/2 based SUI with documented command-set and syntax. 4) Combination of #s 1 and 2 with some commonality of commands and syntax across SAFE functions and data bases. The CSPO and the WPO have agreed upon a schedule that incorporates the IDB as part of SAFE Delivery 4. The schedule essentially requires the WPO to define the IDB and associated functional system requirements to the CSPO which will allow design work to proceed for Delivery 4. Should these requirements not be forthcoming, the design schedule would be affected. The following is a short description of the work that the WPO and CSPO need to perform between now and September which will allow the SAFE software developers to proceed on Preliminary Design for those parts of the system for which they are responsible. 2. Requirements Documentation. This activity is primarily a WPO responsibility and has as its output a Requirements Document which will include maintenance requirements for the IDB. The activity will conclude with an Internal Requirements Review between WPO and CSPO. This review will assure that IDB requirements are documented and will allow CSPO to begin drafting the System Design Document for Delivery 4 (which will be used by the software developers in their individual Preliminary Design activities). 3. Prototype. This is a four phase activity and'involves the loading and testing of portions of the IDB under Model 204 on the SAFE machine. The purpose of the activity is to validate the requirements documented in the previous activity as well as to develop a more detailed IDB file design, test performance and evaluate the model's ability to handle maintenance functions. 4. System Design. This activity involves the development of a system design consistent with the needs of the IDB. The work has already begun and is being fed by ongoing work from the activities described above. . The output of this activity is the System Design.Document for Delivery 4 (SDD, Appendix 4). Expected completion dates are 15 June for the Draft SDD, Appendix 4 and 7 September for the Final. The activity will culminate in an Internal Design Review (IDR) with the CSPO and WPO which will validate the CSPO/WPO approach to including the IDB as part of SAFE Delivery 4. Completion date for the IDR is currently set for 21 September 1984 although in fact the IDR information will be available somewhat earlier as we prepare for the review--the last week in August or the first week in September. 5. The above represents an orderly approach to the definition and validation of IDB requirements and the incorporation of those requirements into an overall system design for SAFE Delivery 4. Neither the CSPO nor the WPO foresee any problems at this time which would preclude proceeding past the IDR toward the PDR for SAFE Delivery 4 currently scheduled for either December 84 or January 85. The review and the activities leading up to it do, however, provide management the means to evaluate progress and the data on which to base a decision for continuing the effort to include the IDB as part of SAFE Delivery 4.
