Extensive efforts have been made to make the major command, control and communications facility at Olesno appear to be a around forces installa- tion. The bunker complex will probably serve at the CP for a High Command of Forces for the Western TVD. The only other permanent High Command of Forces is a Ulan Ude and serves the Far East TVD. Of note, had it not been for prior identification of this facility, the CC&D measures taken would have made it extremely difficult to identify Olesno as a C3 complex. 2. North Korean propaganda and military reaction to South Korean-US Exercise TEAM SPIRIT 84 have begun. Themes of the propaganda campaign maintain that the purpose of the exercise is to prepare for an invasion of North Korea and that the US seeks to expand its military presence in the Far East, making the exercise a threat to the entire region. 3. North Korea's reaction to last year's exercise was one of the strongest and most visible responses to TEAM SPIRIT yet noted -- a publicly declared "semi war state" was put into effect from 1 January to 26 April. If declared again this year, it will likely go into effect about 1 February and may be preceded by the initiation of in-garrison camouflage and equipment dispersal.
