Dear Mr. Casey:
The National Plan of Action, signed by the President on March 30, 1983,
tasks the Federal Emergency Management Agency with development of a new,
comprehensive series of Federal Preparedness Guidance documents. The
purpose of the new guidance series is to assist Federal departments and
agencies and their counterparts at the State and local levels with the
development of plans and programs to enhance their capability to respond
to the full spectrum of emergencies.
Attached are three guidance documents for your review and comment. They
are:
Federal Preparedness Circular 8, "Public Affairs in Emergencies
Federal Preparedness Circular 43, "Emergency Mobilization Preparedness
for Trans.portati on Resources" .
Federal Preparedness Guide 41.100,. "Major Resource and Claimant
Assignments for Resource Allocation"
Also enclosed are tha following guidance documents which are being issued
in final:.
Federal Preparedness Guide 6.101, "Directory of Federal Emergency
Coordinators"
Federal Preparedness Letter 1.300, "Federal Preparedness Guidance
Documents"
These documents will be revised periodically, with the Directory of
Emergency Coordinators updated and reissued on-a quarterly basis.
Please review the draft guidance documents and provide any comments you
may have to the Honorable Bernard A. Maguire, Associate Director, National
Preparedness Programs, Federal Emergency Management Agency, Washington, D.C.
