Some segments impressed me as not being as thorough as the Bedell Smith, Dulles and McCone histories. You might think about having someone else who was deeply involved during the Helms period read. it and see whether there might be more to say. Also, I would think that the Bross and the Smith pieces were quite thorough and reflected intimate involvement in the decision-making during that period. It seemed to me that the Smith material focussed most heavily on two or three intelligence judgments and there may have been others of significance during that period, i.e. Soviet missile defense, attitude toward SALT, and others that done't come to my mind now. Bross Notes on Richard Helms's Dismissal (20 pp) by John A. Bross 2. I should emphasize that these are working drafts, which will be revised and edited before the whole study is completed and presented for review. Since these drafts are not in final form, I would be grateful if you would return them to us. Mr. Helms has read them, and we would be glad to have your comments as well. J.
