Next year may be an extremely lean one position-wise, even if Congress gives us what we request. Moreover, it is conceivable that government agencies will be frozen at on-board levels and our case for more positions next fiscal year will be weakened considerably in that debate if we have vacant positions at the end of this fiscal year.
