The White House has forwarded to me the letter you
received from requesting information
about a document purporting to be a training manual for
terrorism.'

Please advise your constituent that it is the general
policy of the Central Intelligence Agency (CIA) to neither
confirm nor deny allegations concerning its activities.
However, since there have been numerous allegations appearing
in the media on this subject, there was an internal investi-
gation done and the results were provided to the President of
the United States and the House Permanent Select Committee on
Intelligence (HPSCI). This Committee has the responsibility
in the House for overseeing the CIA's activities, and we will
be responding directly to the HPSCI concerning any additional
questions the Committee may have on this subject.
If has additional concerns regarding this STAT
matter, you may wis to refer his correspondence directly to
the HPSCI. This is in'accordance with procedures established
by the Congress.
