MEMORANDUM FOR THE RECORD
I contacted Ion 17 August 1984 by telephone and declined the
attached invitation. Basis for declining was that it would be a losing
proposition for an Agency spokesperson to lecture journalists on their
professional responsibility and, moreover, that it would be inappropriate for
the Agency to publicly debate the notion of joint oversight. I consulted
Chuck Briggs on the latter score before responding and he concurred.
I gave the name of

The Society of Professional Journalists - Sigma Delta Chi is sponsoring
a program on "Covering the Covert" on Tuesday, September 25, from 7 to 8:30 p.m. at
the National Press Club. Purpose of the program is to discuss "where do you draw
the line," both professionally and legally, as a journalist covering the Intelligence
community, security matters and covert activities. We would like to request an
executive from the CIA to discuss its viewpoint on guidelines for news coverage and
the proposed',. legislation suggested by Sen. Howard Baker to combine the House and
Senate Oversight and Intelligence Committees into a joint committee.
We were fortunate to be.the first -- and the last --- public group to
get a tour of the CIA facilities several years ago and the event was greatly welcomed
by a record turnout of our membership.
Because of approaching deadlines for our newsletter to announce this
program, we need a response from the CIA as soon as possible. Please contact me
