DCI/DDCI-Assigned Tasks
ACIS has completed coordination on the first set of SSCI
questions and has sent them to the DCI for his review.,
An ALA officer accompanied the DCI to the Hill for testimony
before the SSCI.
ALA is preparing material on Central America for the DCI to
use in briefing a group of corporation presidents at State next
week.
NESA prepared talking points on Lebanon and the Iran/Iraq
war for a DCI meeting with PFIAB.
Analysts in OGI are preparing material on the terrorist
threat to the Los Angeles Olympics for a speech the DCI will
present on the West Coast.
OSWR/TTAC has begun to prepare an unclassified speech for
the DCI to deliver to Silicon Valley executives on the Soviet
acquisition of Western technology.
At the request of the DCI, OSWR/TTAC prepared brief
background notes on the new program being initiated by
Treasury/Customs to stem technology losses.
Of Special Interest This Week
ACIS attended a meeting-of the START Interdepartmental.Group
on INF verification issues and a meeting of the ASAT
Interdepartmental Group.
EURA discussed the emerging technologies issue in NATO with
the Deputy Undersecretary of Defense for R&D.
EURA participated in NSC briefings on the coming Mitterrand
visit and provided information on Mitterrand's views of the US to
NSC's Ty Cobb.

NESA prepared a memorandum, Soviet Prisoners in Afghanistan,

at the request of Vice President Bush.
OGI met with US Ambassador to UNESCO, Jean Gerard, to brief
her on the Communist Penetration Data Base and a current study of
Soviet penetration of Third World media. The ambassador will
assist the study with documentation and contacts.
SOVA briefed the Office of the Secretary of Defense, Program
Analysis and Evaluation, on Soviet capability to target mobile
weapons and command, control, and communications systems.-
Looking Ahead
EURA will host, with Commerce, a conference on East-West
financial issues at Airlie House.
Ambassador Charles Fairbanks, who heads a State Department
task force monitoring foreign efforts to sell weapons to Iran,
has requested a briefing next week to follow-up on OGI's
typescript memorandum, Patterns of Iranian Arms Procurement.

1. DCI/DDCI-Assigned Tasks
NIO at Large (David Low), NIO/NESA (Graham Fuller), and officers
from OSWR briefed the DCI on new chemical warfare developments in the
Iran/Iraq war.
NIO/Latin America (John Horton) and D/OALA prepared talking points
for the DCI's briefing of private sector CEOs.
NIO/WE (Milton Kovner) accompanied the DCI to an NSC Meeting for
discussions on President Mitterand's State visit; and prepared material
for the DCI on Cyprus.
II. Interagency Papers
NIO at Large (Hal Ford), NIO/East Asia (David Gries), and NIO/USSR
(Fritz Ermarth) met with NFIB representatives to coordinate the draft of
NIE 13/11-84: The Changing Sino-Soviet Relationship.
NIO/Africa (Montgomery Rogers) chaired a coordination meeting of
representatives for an IIA on Food Problems in Sub-Saharan Africa.
NIO/Latin America (John Horton) and NIO/Economics (Maurice Ernst)
chaired an interagency coordination meeting for the Terms of Reference
and Concept Paper of NIE 97-84: Peru: Economic and Political Prospects.
NIO/Western Europe (Milton Kovner), at the DCI's request, provided
advance copies of NIE 27.1/20-84: Spain, NATO, and Western Europe to the
Vice President, Secretary of State, Secretary of Defense, and the
National Security Affairs Advisor in preparation for the visit of
Spanish Defense Minister Serra.

III. Of Special Interest This Week
NIO at Large (Hal Ford) participated in a USIA conference at the
Woodrow Wilson Center on Soviet policy in the Middle East, and in a
Georgetown University Graduate School conference on justice and war; in
response to a request from ILS, discussed Soviet and Chinese questions
discussed NI0/AG staffing
questions with MG William E. Cooper, DIA, Vice Director for Foreign
Intelligence; prepared answers to questions from the SSCI; and helped
plan and make arrangements for the annual NIC conference.
NIO at Large (David Low) met with the Economic Intelligence
Committee to discuss implementation of EXCOM-approved recommendations,
briefed Congressman James Leach on Iraqi use of chemical weapons;
attended an IG-IEP meeting chaired by Assistant Treasury Secretary
Hoguet on Bilateral Investment Treaties; attended selected meetings of
the Nuclear Intelligence Panel; and with NIO/NESA (Graham Fuller) and
A/NIO/AL lunched with a potential contractor for
discussions on nuclear and other Middle East issues.
A/NI0/A held separate meetings with Deputy 25X1
Assistant Secretary of e ense Dr. Ted Gold, NSC Staff member Sven
Kramer, SSCI Staff member Chip Andreae, and of OTS in 25X1
conjunction with activities of the CIPC BCW Working Group review of
Community BCW capabilities; and chaired the second meeting of the Group.
NIO/Africa (Montgomery Rogers) attended a seminar on Soviet
activities in Africa at the Kennon Institute of the Woodrow Wilson
Center; chaired a debriefing of Ambassador Phinn of Swaziland; and with
A/NIO/Africa met with to discuss 25X1
political and economic developments in Zimbabwe.
NIO/Counterterrorism (David Whipple) briefed CENTCOM J-2,
BG Gordon, and two members of his staff on Community measures to improve
intelligence products for support of his function; was briefed by and
hosted a luncheon for a visiting G-2 representative of the JSOC DELTA
force and an ICS officer; and, with A/NI0/CT met with the 25X1
ICS Terrorism Working Group to discuss the first draft of the Group's
report on actions to improve Community performance and production.
A/NI0/CT received briefings from terrorism-related 25X1
offices of the DDI, DDO, and the ICS; and participated in a seminar on
the Red Brigades sponsored by the State Department representative to the
Interagency Intelligence Committee on Terrorism.

NIO/East Asia (David Gries) spoke on China at the National War
College: and at the request of Public Affairs, discussed Japan with the
A/NIO/East Asia met with the Asia Branch
Director of DoD Programs Analysis and ssessment to discuss data
concerning the impact on the South Korean GNP of a one-percent increase
in their defense spending; met with USIA research analysts to discuss
recent public opinion trends in Korea and the Philippines, and also
prospects for more fully assessing Philippine opposition strength; and
met with the Director of the DoD Strategic Trade and Security Office
concerning possible research efforts on Japan's semi-conductor industry.
NIO/Economics (Maurice Ernst) attended a SIG-IEP for a review of
Argentine and Venezuelan debt servicing and a discussion of renewal of
the US-USSR agreement on economic, industrial, and technical
cooperation; and hosted a luncheon for NATO Deputy Economic Director
Phillip Joseph with Robert Friel, EUR/RPE, State, and DD/SOVA.
NIO/GPF (MG Ted Atkeson) met with Dean Howells of the State
Department Politico-Military Bureau in preparation for coordination
meetings of NIE 4-1-84: Warning of War in Europe; and with A/NIO/GPF
briefed Congressman Chaney on Soviet
general purpose forces.
A/NIO/GPF briefed the Naval Subpanel of
the Nuclear Intelligence Panel concerning progress on the IIA: Soviet
Submarine Warfare Trends.
NIO/Latin America (John Horton) discussed Latin America with a
and with A/NIO/LA briefed
Senate Armed Services Committee Staff member Ken o nson on renada; and
met separately with John Negro onte Ambassador to Honduras, and the
A/NIO/LA and NIC/AG, visited the
SAGA facility to participate in a Central America/Cuba war-game jointly

for officers of the NSC, State, ISA, JCS, DIA and the military services.
NIO/NESA (Graham Fuller) met with

Panel on recent information on Soviet ballistic missile defense and some
of our key uncertainties.
NIO/S&T (Julian Nall) sponsored a post-mortem review of NIE 11-12-
83: Soviet Military Technology and Research and Development; and, with
the Chairman, TTAC, attended a meeting of the SIG-TT Executive Group.
NIO/USSR-EE (Fritz Ermarth) met with Undersecretary of Defense Fred

possible contributions on deception methodology to the training course.

SUBJECT: Weekly Report for Period Ending 23 March 1984
House Permanent Select Committee on Intelligence (HPSCI) staff have
informed us that a new FOIA bill will be introduced today in the House of
Representatives by Representative Romano Mazzoli. This bill is the
product of intense negotiations among HPSCI staff, representatives of the
CIA and ACLU. The Subcommittee on Legislation, chaired by Representative
Mazzoli, which held hearings on amendments to the FOIA last month, will
not hold a mark-up of the bill being introduced today but, instead, a
mark-up of the new bill will be held on 11 April by the full Committee.
After the bill is reported out of HPSCI, it will be referred to House
Government Operations.

DCI Weekly
Public Affairs Office
Treasury's Public Affairs Office has advised us that Secretary Regan
plans to announce soon his decision on how the U.S. Government will address
the question of Soviet forced labor imports prohibitions. When Treasury asked
us how they should respond to possible questions concerning the basis for. the
Secretary's decision, since much of the pertinent material came from CIA, we
referred them to the DCI's letter to Senator Armstrong last year, which had
been published in the Congressional Record, and related classified material
which cannot be released or discussed.
We are initiating contact with National Archives regarding an appropriate
ceremony to be hosted in about a month by Archives which will involve the DCI,
Congressional Oversight Committees, OSS veterans and scholars to commemorate
the release of certain OSS records to the public.
Academic Coordinator and Presentations
Fourteen White House Fellows were briefed on Monday by the DCI, Bob
Gates, and Graham Fuller. We have received nice notes of appreciation from
them. The Fellows are supportive of the Agency, appreciative of meeting the
DCI and complimentary concerning Bob Gates' overview of the Agency. They said
Graham Fuller's briefing on the Middle East was most helpful in preparing them
for their upcoming trip to that area.
PAO Presentations Officer, briefed of DIA and 25X1
his staff concerning our willingness to address appropriate Dup-and JCS
officers on the Agency and IC Community. to give such 25X1
a briefing to DIA managers in April.
We briefed DI component recruiting officers (NESA and OEA) and a DS&T
officer who has contact with academics in his R&D work regarding analytical
methodologies.

A DI recruiting officer whom we set up with a contact at Johns Hopkins
said that our contact had helped stimulate four outstanding candidates to seek
employment with the Agency.
Dick Kerr is still scheduled to speak at the 37th Annual Colorado
Conference on World Affairs on 11 April on the subject of "Intelligence and
Policymaking." At the same time the conference planning committee has decided
to reduce the segment devoted to intelligence eliminating that portion
dealing with the history of intelligence. will, therefore, not
be attending the conference.
Publications Review Board
The PRB took note of keynote speech given at the 15 March
Defense and Foreign Affairs Strategy 84 Conference, titled "Intelligence
anagement for the Third World." The speech was not submitted for
prepublication review.
The PRB cleared two more chapters of Stansfield Turner's book subject to
deletion of material that would
