Gates Deputy Director for Intelligence SUBJECT: DDI Activity Report 12 - 16 March DCI/DDCI-Assigned Tasks ACIS has completed coordination on the first set of SSCI questions and has sent them to the DCI for his review., An ALA officer accompanied the DCI to the Hill for testimony before the SSCI. ALA is preparing material on Central America for the DCI to use in briefing a group of corporation presidents at State next week. NESA prepared talking points on Lebanon and the Iran/Iraq war for a DCI meeting with PFIAB. Analysts in OGI are preparing material on the terrorist threat to the Los Angeles Olympics for a speech the DCI will present on the West Coast. OSWR/TTAC has begun to prepare an unclassified speech for the DCI to deliver to Silicon Valley executives on the Soviet acquisition of Western technology. At the request of the DCI, OSWR/TTAC prepared brief background notes on the new program being initiated by Treasury/Customs to stem technology losses. Of Special Interest This Week ACIS attended a meeting-of the START Interdepartmental.Group on INF verification issues and a meeting of the ASAT Interdepartmental Group. EURA discussed the emerging technologies issue in NATO with the Deputy Undersecretary of Defense for R&D. EURA participated in NSC briefings on the coming Mitterrand visit and provided information on Mitterrand's views of the US to NSC's Ty Cobb. OGI met with US Ambassador to UNESCO, Jean Gerard, to brief her on the Communist Penetration Data Base and a current study of Soviet penetration of Third World media. The ambassador will assist the study with documentation and contacts. SOVA briefed the Office of the Secretary of Defense, Program Analysis and Evaluation, on Soviet capability to target mobile weapons and command, control, and communications systems.- Looking Ahead EURA will host, with Commerce, a conference on East-West financial issues at Airlie House. Ambassador Charles Fairbanks, who heads a State Department task force monitoring foreign efforts to sell weapons to Iran, has requested a briefing next week to follow-up on OGI's typescript memorandum, Patterns of Iranian Arms Procurement. Of Special Interest This Week NIO at Large (Hal Ford) participated in a USIA conference at the Woodrow Wilson Center on Soviet policy in the Middle East, and in a Georgetown University Graduate School conference on justice and war; in response to a request from ILS, discussed Soviet and Chinese questions discussed NI0/AG staffing questions with MG William E. Cooper, DIA, Vice Director for Foreign Intelligence; prepared answers to questions from the SSCI; and helped plan and make arrangements for the annual NIC conference. NIO at Large (David Low) met with the Economic Intelligence Committee to discuss implementation of EXCOM-approved recommendations, briefed Congressman James Leach on Iraqi use of chemical weapons; attended an IG-IEP meeting chaired by Assistant Treasury Secretary Hoguet on Bilateral Investment Treaties; attended selected meetings of the Nuclear Intelligence Panel; and with NIO/NESA (Graham Fuller) and A/NIO/AL lunched with a potential contractor for discussions on nuclear and other Middle East issues. George Director, Office of Legislative Liaison SUBJECT: Weekly Report for Period Ending 23 March 1984 House Permanent Select Committee on Intelligence (HPSCI) staff have informed us that a new FOIA bill will be introduced today in the House of Representatives by Representative Romano Mazzoli. This bill is the product of intense negotiations among HPSCI staff, representatives of the CIA and ACLU. The Subcommittee on Legislation, chaired by Representative Mazzoli, which held hearings on amendments to the FOIA last month, will not hold a mark-up of the bill being introduced today but, instead, a mark-up of the new bill will be held on 11 April by the full Committee. After the bill is reported out of HPSCI, it will be referred to House Government Operations. Clair E. George Approved For Release 2008/10/16: CIA-RDP86M00886R002700030008-5 Approved For Release 2008/10/16: CIA-RDP86M00886R002700030008-5 SECRET DCI Weekly Public Affairs Office Treasury's Public Affairs Office has advised us that Secretary Regan plans to announce soon his decision on how the U.S. Government will address the question of Soviet forced labor imports prohibitions. When Treasury asked us how they should respond to possible questions concerning the basis for. the Secretary's decision, since much of the pertinent material came from CIA, we referred them to the DCI's letter to Senator Armstrong last year, which had been published in the Congressional Record, and related classified material which cannot be released or discussed. We are initiating contact with National Archives regarding an appropriate ceremony to be hosted in about a month by Archives which will involve the DCI, Congressional Oversight Committees, OSS veterans and scholars to commemorate the release of certain OSS records to the public. Academic Coordinator and Presentations Fourteen White House Fellows were briefed on Monday by the DCI, Bob Gates, and Graham Fuller. We have received nice notes of appreciation from them. The Fellows are supportive of the Agency, appreciative of meeting the DCI and complimentary concerning Bob Gates' overview of the Agency. They said Graham Fuller's briefing on the Middle East was most helpful in preparing them for their upcoming trip to that area. PAO Presentations Officer, briefed of DIA and 25X1 his staff concerning our willingness to address appropriate Dup-and JCS officers on the Agency and IC Community. to give such 25X1 a briefing to DIA managers in April. We briefed DI component recruiting officers (NESA and OEA) and a DS&T officer who has contact with academics in his R&D work regarding analytical methodologies. Dick Kerr is still scheduled to speak at the 37th Annual Colorado Conference on World Affairs on 11 April on the subject of "Intelligence and Policymaking." At the same time the conference planning committee has decided to reduce the segment devoted to intelligence eliminating that portion dealing with the history of intelligence. will, therefore, not be attending the conference. Publications Review Board The PRB took note of keynote speech given at the 15 March Defense and Foreign Affairs Strategy 84 Conference, titled "Intelligence anagement for the Third World." The speech was not submitted for prepublication review.
